This effort is a small business set-aside, and will consist of an eight
month basic effort with two twelve month options. However, the
Government, at its discretion, may issue an RFP combining the basic and
options into one 32 month effort. The prospective contractor will need
expertise in the areas related to Interoperability of Reconnaissance
and Surveillance systems, Digital Data Exchange, Wide Band Recording
Standards and E-O Recce systems, to provide technical and analytical
assessment to support the development of NATO standards and concepts of
operation and support Technical Support Teams. The RFP will be released
no sooner than 15 days after CBD publication. The size standard for
small business is 500 employees. See Numbered Note 1. Secret clearances
will be required for performance. An Ombudsman has been appointed to
hear significant concerns from offerors or potential offerors during
the proposal development phase of this acquisition. Routine questions,
such as clarifications of the Statement of Work or the terms and
conditions, are not considered to be ''significant concerns'' and
should be communicated directly to the Contracting Officer, Arnold J.
Kloven, 315-330-4767. The purpose of the Ombudsman is not to diminish
the authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at 315-330-7747. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. The Ombudsman should only be contacted with issues
or problems that have been previously brought to the attention of the
Contract Specialist/Contracting Officer and could not be satisfactorily
