Evaluation (OSPE), Office of the Director, National Institutes of
Health (NIH) is seeking small businesses with the capabilities to
undertake studies, analyses, reviews, assessments, evaluations, and
surveys for the NIH. The work to be performed includes the following:
assessing program impact, database development, evaluation methodology
development, development of performance measures, design and conduct
of surveys, evaluation of software systems, technical writing and copy
editing, cost-benefit and cost-effectiveness evaluations, evaluation
of research or centers programs, and evaluation of information
dissemination activities. It is necessary for small businesses to have
experience and education in at least two (2) of the above areas. The
nature of the projects will range widely. It is anticipated that up to
six (6) indefinite quantity contracts will be awarded, with work being
awarded by task order. The order will specify the nature of the
assistance to be rendered to an Institute, Center, or Division (ICD)
and will be tailored to the ICD requirements at that time. Each
contract will be for one (1) year, with four (4) one-year option
periods. The evaluation criteria to be used are as follows: 1) Project
Manager - demonstrated relevant, recent experience in the successful
management of multi-task projects similar in size and scope to the
project described herein, in addition to work performed by
subcontractors. 2) Proposed Staff - demonstrated experience and
education of proposed staff, consultants, and subcontractors in
assessing program impact, database development, evaluation methodology
development, design and conduct of surveys, evaluation of software
systems, technical writing and copy editing, cost- benefit and
cost-effectiveness evaluations, evaluation of research or centers
programs, and evaluation of information dissemination activities. 3)
Technical Approach - demonstrated understanding of the tasks to be
performed as stated herein, work products required, and potential
problems in performing the statement of work tasks. Suitability of
proposed solutions to potential problems. Demonstrated understanding of
biomedical research terminology, the structure of the National
Institutes of Health (NIH) and the Department of Health and Human
Services (DHHS), and the methods by which research programs are
administered by the Institutes, Centers, and Divisions of the NIH.
Adequacy of proposed methods for task order administration and
implementation, as well as plans for quality control, compliance with
deadlines, and staffing adjustments necessary to perform the statement
of work tasks. 4) Corporate Experience - adequacy of organizational
experience in managing and performing projects similar in size and
scope to this project. Experience in supporting and administering
numerous and consecutive, ongoing tasks while maintaining quality
control. 5) Facilities and Resources - adequacy of corporate
facilities, equipment, and resources in terms of successfully
performing the tasks required in the statement of work. Availability of
all proposed resources to support this project through all option
years. Availability of all proposed personnel to meet with NIH
personnel as necessary, sometimes with less than 24 hours notice. This
is not a Request for Proposal (RFP) and does not commit the Government
to award a contract now or in the future. No RFP is available at this
time. Small business concerns that believe that they possess the
capability necessary to undertake this work should submit an original
and two (2) copies of their capability statement within 15 calendar
days from the date of the publication of this announcement. The
