for Building Upgrade of the James C. Cleveland Federal Building,
Concord, NH including field investigation, preparation of plans,
specifications, cost estimates, post construction contract services
(optional), and construction management/administration and inspection
services during construction (optional). The work includes but is not
limited to: A. Improve Temperature Controls and Comfort; the work
requires installation of an Energy Management System (EMS); Direct
Digital Controls (DDS); controls for the perimeter induction units and
retrofitting the existing air handling units. B. Upgrading the
existing lobby and integrate the existing lobby with the new Annex. C.
Space Realignment and Alterations: approximately 7000 sq. m. of office
space will require renovation work; the existing remaining postal space
will be converted to office space. D. Design of day care and fitness
center facilities will be required. E. The entire facility will be
upgraded to comply with ADA requirements. F. The structure will be
upgraded to incorporate seismic improvements. The project will be
designed in metric units. The construction range is between $5,000,000
and $10,000,000. Evaluation Criteria: 1. EXPERIENCE: (35% weight
factor) Firms experience in designing Repair and Alteration type
projects with Construction Costs in the multi-million dollar range with
emphasis on their performance under budgetary and scheduling
constraints. 2. DESIGN/ABILITY (25% weight factor) Key Personnel's past
experience with respect to design and coordination of Repair and
Alteration projects of this size and complexity. 3. ORGANIZATION (25%
weight factor) Firms ability to meet Design and Construction
Administration and Supervision requirements within the designated
geographical area. 4. COST CONTROL (15% weight factor) Firms ability to
develop accurate project budgets and control costs during design
process. Joint venture arrangements will be considered and evaluated
for demonstrated ability to provide a quality design effort.
Consideration is limited to firms having active design offices in
Maine, New Hampshire, or Vermont. Respondents must include SF- 254's
for all joint venture members and/or consultants and a composite SF-255
for the proposed team. Respondents must demonstrate capability and a
planned approach to perform all contract services within the designated
geographical area of consideration. Supplemental information, such as
representative examples of prior relevant projects is encouraged. This
procurement is open to both Large and Small Business under the Small
Business Competitiveness Demonstration Program. This is NOT a request
for proposals. Architect/Engineer firms having the capability for the
proposed work, in order to be considered, must submit all required
SF254 and SF255 forms no later than 4:00 P.M. local time on 09/06/96.
Any submissions received after 4:00 P.M. local time on 09/06/96 will
not be accepted. Firms and/or consultants shall submit a current SF254
and SF255 (Rev 11/92). Submissions shall be placed in a sealed
envelope and identified and appropriately marked as follows:
