synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation is issued as a
Request for Proposal (RFP No. 223-96-5594). The solicitation clauses
and provisions are those in effect through Federal Acquisition Circular
90-38. The Standard Industrial Classification (SIC) Code for this
acquisition is 4813. The small business size standard is 1500
employees. This is an unrestricted solicitation. The Food and Drug
Administration has a need for the installation of a single-pair,
single-mode optical fiber cable between three buildings that are
currently being occupied. The fiber cable shall be able to provide a
speed of up to 2.4 Gigabits per second of data transfer. The intended
use of these cable runs is to provide FDDI connections between these
three buildings. The contractor must provide all engineering services,
materials, labor, permits, rights-of-way, etc. for the following: (a)
install fiber cable from the first floor computer room in 2098 Gaither
Rd, Rockville, MD to the main ground floor network closet in 9200
Corporate Blvd, Rockville, MD; (b) install fiber cable from the first
floor computer room in 2098 Gaither Rd, Rockville, MD to the main
ground floor network closet in 1350 Piccard Dr, Rockville, MD; and (c)
install fiber cable from the main ground floor network closet in 9200
Corporate Blvd to the main ground floor network closet in 1350 Piccard
Dr. Each cable run is to be installed and protected in accordance with
accepted industry practice and local regulations. Each cable run is to
be terminated in a standard optical junction box at each terminus. An
annual lease of the above optical fiber lines is requested, with 4
additional option years. The lease will also include the necessary
inspection, testing, and repair of the lines to maintain full data
bandwidth. Response to line related problems must be made within 4
hours of the reported problem. Actual repair to non-redundant segments
must be completed within 6 hours; repairs to redundant segments must
be completed within 24 hours. Any repairs to cable must be completed in
a manner that retains the bandwidth specification of 2.4 Gigabits per
second of data transfer. The following FAR provisions apply to this

offerors are to include with their proposal, a completed copy of

Following additional provisions and clauses applies to this
acquisition, 52-217-5 Evaluation of Options; 52.217-9 Option to Extend

52.215-42 Requirements for Cost or Pricing Data or Information Other
Than Cost or Pricing Data--Modification. Proposals submitted in
response to this solicitation shall be submitted by August 15, 1996,
3:00 p.m. Eastern Time to the address above. The Government will award
a contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
