R -- COMBINED ARMS STAFF TRAINER MODIFICATION SOL N61339-06-Q-1733 DUE 082396 POC Jeanne Morrison, 407/380-4052, Contracting Officer, John Christopher, 407/380-8491 The Naval Air Warfare Center Training Systems Division, Code 27223, 12350 Research Parkway, Orlando, FL 32826-3224, intends to award a sole source contract to perform modifications to the Combined Arms Staff Trainers (CAST) at the Marine Corps Air Ground Combat Center (MCAGCC), 29 Palms, CA. These modifications are required to correct a safety issue and operational limitations of the CAST systems. The modifications at MCAGCC will consist of installing an After Action Review capability consisting of a camera with pan tilt over the main trainer area and a video recording system, microphone, control switches and monitors in the class room; relocating the Tactical Exercise Control Group's (TECG) computer systems to te mezzanine; and relocating the laser fire marking systems power switches. The laser power switches require relocating to a position where they can be accessed and operated without the aid of a ladder, chair or stick. SouthWest Research Institute (SwRI), 6220 Culebra Road, P.O. 28510, San Antonio, TX, 78228-0510 is the only source capable of providing the required CAST modifications in the short period of time the government requires to keep the trainers safe and operational. SwRI is the only source which possesses the engineering knowledge of the CAST systems. Since SwRI designed, built and installed all the CAST systems, they are the only company with the knowledge of the video systems installed in the other CAST systems, the limitations and concerns in relocating the TECG and the laser systems. Written respondents to this notice are to be submitted, with 15 days after publication in the CBD, containing detailed statement of capability.
