sought synopsis. The following information is provided to do a market
survey of industry to see if there are any potential contractors in
addition to Lockheed-Martin, Command and Control Systems, who have the
skills and knowledge required to complete this effort. The ICBM System
Program Office (SPO), Ogden Air Logistics Center is planning a program
for the maintenance of the AM Console Operations Program (COP) which
executes on the new Rapid Execution and Combat Targeting (REACT)
modified Weapon System Control Console (WSCC). The requirement includes
system requirements analysis, requirements definition, design, coding
of approximately 10,000 Ada Source Lines of Code, and testing of
Minuteman III updated COP software. Engineering, technical data,
training manuals, and trainers impacted by the software changes shall
also be updated. The requirement also includes incorporation of changes
developed by an independent Nuclear Safety Cross Check
Analysis/Performance Analysis Technical Evaluation (NSCCA/PATE)
contractor. For this software maintenance effort, the government will
provide access to the Strategic Missile Integration Complex (SMIC) for
system level requirements definition and testing. Current engineering
and technical data will also be made available. Interested sources
must submit concise and program specific information to substantiate
that they possess or are capable of obtaining (1) the knowledge,
experience, and capability of programming in Ada for execution on
VAXELN architecture (2) the knowledge, experience, and capability
necessary to acquire an in-depth knowledge of the AM COP interface to
the WSCC, (3) the knowledge and experience necessary to complete system
requirements analysis through system design, test, and integration, (4)
TOP SECRET security clearance, and (5) appropriate management, and
engineering capability on ICBM nuclear certified software programs to
meet program objectives without significant technical, schedule, or
cost risk. Potential offerers are requested to submit two (2) copies of
an unclassified response (limited to 30 pages) within 10 working days
