The Federal Bureau of Prisons intends to award a service contract for
the provision of a satellite transmitted, telephonicaaly inactive
distance learning classes at FCI, Petersburg, VA. The services include,
but are not limited to; the contractor will set-up and maintain an
interactive electronic distance learning classroom in the Education
Building at FCI Perterburg, VA. The program, once in place, will
deliver satellite transmitted and telephonically interactive
instruction to approximately 50 - 75 inmates daily (Monday - Friday).
The contractor will supply at a minimum a T.V., VCR (VHS Format),
Satellite Dish, receiver, secured phone line, books/related
instructional materials and individualized lesson plans based upon TABE
test scores. The contractor shall be responsible for the complete
installation of equipment for said program and maintain, repair or
replace equipment as needed. Said maintenance, repair or replacement
shall be made within seven calander days of notice from the Supervisor
of Education. The contractor will assure a program that allows
students to communicate directly with their instructor via a secured
phone line. The contractor will provide a minimum daily instruction
(Monday-Friday) in the following areas: Intermediate math, beginning
language arts, intermediate language arts, GED preparation and life
skills training. The contractor will provide written permission to the
government to photoduplicate programming for later playback. It is
understood that all employees or agents of said contractor who enter
the institution will be subject to appropriate security background
checks. The government reserves the right to deny admittance to any
individual it deems a security risk. The government will not incur any
liability for loss of equipment or supplies provided by the contractor
during the contracting period. All replacement items will be at the
contractors expense. Contractor will provide in-service training on use
of the electronic classroom to all full-time academic staff. The
electronic distance learning classroom will operate five days a week
(Monday-Friday). Programming will be provided both mornings and
afternoons. Any schedule changes must receive prior approval of the
Supervisor of Education. It is understood that programming will not be
expected on government holidays. The base year of the contract shall
run for twelve months from date of award, with four (4) one year option
periods for renewal. Solicitation packages will be mailed approximately
August 23, 1996, with an approximate due date of September 23, 1996.
All responsible sources may submit a bid, proposal, or quotation which
shall be considered by the agency. Requests for solicitation packages
shall be submitted in writing to the Regional Contracting Office, 3600
Spurr Road, Quarters 14, Lexington, KY 40511, Attention: Kim
