to solicit names of prime construction firms interested in submitting
an offer on the following project. The U.S. Army Corps of Engineers,
Transatlantic Programs Center, shall award and administer a firm-fixed
price contract for the design and renovation (construction) of a
selected number of existing piers and wharfs located in the Kingdom of
Saudi Arabia. The estimated magnitude of construction for this project
is between $5,000,000.00 and $10,000,000.00. PROJECT SCOPE: Design of
repairs and complete renovation of approximately 160 meters of pier and
140 meters of wharf located within the confines of a Saudi Arabian
Naval Base. The repair work will include repairs to concrete
structures, electrical systems, mechanical systems, and pier support
equipment. The Request for Proposal will include a requirement for the
successful contractor to obtain a security clearance for the firm from
the Ministry of Defence and Aviation to work in a restricted military
area. This requirement is in addition to the normal requirement to
obtain security passes for all personnel and equipment entering the
work area. A site survey will be required. CONTRACT PROCEDURES: Both a
detailed technical proposal and a price proposal will be required.
Evaluation factors include, but are not limited to: a. QUALITY OF
PROPOSED ENGINEERING EXECUTION PLAN, b. PAST PERFORMANCE/EXPERIENCE, c.
PRICE, and d. MANAGEMENT CAPABILITY. A degree of participation by Saudi
Arabian firms will be required. Tentative date for issuance of Request
for Proosal will be 10 Dec 96. Tentative proposal receipt date is 1
Mar 97. Tentative contract award date is 1 Aug 97. Tentative contract
duration is 18 months. Firms with interest in this project, who possess
experience in marine design and construction should notify this office
