NASA/JSC plans to issue a Request for Quotation (RFQ) for development
and test of a water boiler for the X-CRV program. NASA/JSC intends to
purchase from Allied Signal the following items: water boiler with the
following specs: Material: 316 Stainless steel Coolant: De-ionized
Water Maximum Heatload: 15,000 BTU/Hr Coolant Flowrate: 450 lb/hr
nominal Coolant Delta Pressure: less than 2 psid Coolant Outlet Control
Temperature: 45 degF (approx) Coolant Pressure: 50 psia max Mounting
lugs or equivalent must be integral to the unit The unit should be
designed with the goal of withstanding the following: Acceleration: 5
g's any axis Random Vibration (3 minutes each axis): 20 Hz .026 g^2/Hz
50 Hz .160g^2/Hz 800 Hz .160 g^2/Hz 2000 Hz .026 g^2/Hz Overall: 14.1
gRMS The unit should also be designed with the goal of using a
refrigerant as evaporant for sea-level cooling. This procurement is
being conducted under the Simplified Acquisition Threshold (SAT)
portion of the Federal Acquisition Streamlining Act (FASA). Note: This
procurement is sole-source based on proprietary specifications.
Interested firms have 15 days from the publication date of this
synopsis to submit in writing their qualifications/capabilities in the
critical areas mentioned above. Such qualifications/capabilities will
be used solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. Responses received
after the 15 days or without the required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government not to compete this proposed contract,
on a full and open competitive basis, based upon responses to this
notice, is solely within the discretion of the Government. See Numbered
