59 -- E/F BAND MEMORY MODULATORS SOL N68936-96-R-0283 DUE 101596 POC Kate Schimelpfening, Contract Specialist, 805/989-0556/Nate Simpson, Contracting Officer, 805/989-1303. This procurement is for Type II and Type III E/F Band Memory Modulators which shall be produced in accordance with government-provided specifications and drawings. The memory modulators shall be capable of coherently receiving, storing and at a later time reproducing a Continuous Wave (CW), pulsed, frequency coded or phased coded radar signal. The modulators shall be capable of providing three different modes of operation. In Mode 1 the modulators shall coherently retransmit the radar's signals with a fixed or progressive time delay (pipeline delay). In Mode 2, the modulator shall be able to extend the length of the output pulse over that of the received pulse by repetitively retransmitting the stored pulse (stretched pulse). In Mode 3, the modulators shall be capable of transmitting a preselected number of stored replicas (multiple targets); the number of replicas, their initial delay, and their spacing shall be programmable. Type I modulators shall be able to impose a Doppler frequency shift (VGS) onto the received signal such that the variable delay (RGS) and frequency shift match a standard kinematics equation as stated in the specification. Type III modulators shall have the additional ability to add range attenuation and a velocity based Doppler shift to the primary signal channel, and support a second RF path, known as the Jammer Channel. The attenuation on the two channels shall be user selectable as fixed, programmable, or automatically varied based on the generated target range. The functions of the modulator shall be fully programmable and controlled by connection to a ''dumb'' terminal and stored in non-volatile memory, via an RS-232 data bus. In all 3 modes, the selection of the operational modes shall be commandable through transistor transistor logic (TTL) levels if the RS-232 data bus is not utilized. The government anticipates a 3-year IDIQ contract as follows: Initial order shall be for two each Type II units and one each Type III Unit, with one unit of each type being subject to First Article Testing (FAT), unless waived. First Article units, if required, shall be delivered 330 days after contract award. Initial order units not subject to FAT shall be delivered 300 days after award. Production units, subject to indefinite quantity-indefinite delivery shall be for a not-to-exceed quantity of 35 Type II units and a not-to-exceed quantity of 15 Type III units, to be delivered at a minimum rate of 2 each per month, per type, to commence within 300 days after date of order or 30 days after delivery of the last unit on any prior delivery order. The contract will include an option for Computer Software Technical Data. All units shall be delivered FOB destination to Point Mugu, CA.
