324-5723. This is a combined synopsis/solicitation. This combined
synopsis/solicitation for a commercial item prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the solicitation; proposals are being
requested and a written solicitation will not be isssued. The
solication document and incorporated provisions and clauses are those
in effect through incorporated provisions and clauses are those in
effect through Federal Acquisition Circular (FAC) 90-38. Line Item 0001
shall be for one Hitachi Software FMBIO Florescence Image Scanner
System. The FBI requires a scanner with the ability to detect two
different Florescent colors simulateously yeilding it caspable of twice
the throughput of other commercially available flatbet flourescent
scanners. Hitachi Software Engineering America, Ltd. of San Bruno,
California is the only manufacturer and distributor of this equipment.

Virginia. The following FAR clauses/provisions are applicable to this

Additional clauses cited in 52.225-3, Buy American Act-Supplies;

(FIRMR) (Regulatory Blanket Delegation). The Federal Bureau of
Investigation intends to negotiate on a sole source basis with Hitachi
Software Engineering American, LTD. 1111 Bayhill Drive, Suite 395, San
Bruno, California 94605. Offers are due by 11:00 am 8/30/96. The
proposed contract action is for supplies for which the government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302. Interested persons may identify their interest
and capability to respond to the requirement or submit proposals.
Interested persons responding tyo this requirement must bid all or none
and provide technical and pricing information. This notice of intent is
not a request for competitive proposals. however, all proposals
received within fifteen (15) days after date of publication of this
synopsis will be consideredby the government. A determination by the
government not to compete this proposed contract based upon responses
to this notive is soley within the discretition of the government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. Telephone
