This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number N00421-96-Q-1078 is hereby issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 90-37 and Defense Acquisition Circular 91-10. This action is set-aside for small business. The Standard Industrial Code is 3571 with a small business size standard of 1,000 employees. An offeror which proposes to furnish a product which it did not itself manufacture, is deemed to be a small business when it has no more than 500 employees and proposes to furnish the product of a small business manufacturer or producer, which end product is manufactured or produced in the United States. This will be a Firm-Fixed Price contract. This will include three contract line item numbers (CLIN). CLIN 0001 is for a quantity of two (2) each laptop PC's with the following minimum requirements: Chip - 586 133 Mhz Pentium, Memory - 20 MB RAM, Hard Drive - 1.2 GB, CD ROM - 4X, Floppy Drive - 3.5 inch, Display - 11.3 inch dual scan plus active display 800 x 600, Modem - 28.8 PCMCIA, Ethernet - 10MB RJ45, Loaded Software - Windows 95, Warranty. CLIN 0002 is for three (3) each laptop PC's with the following minimum requirements: Chip - 120 Mhz Pentium, Memory - 24 MB RAM, Hard Drive - 1.0 GB, Floppy Drive - 3.5 inch, Display - 11.3 inch color, Modem/Ethernet - PCMCIA combo card, Loaded Software - Windows 95 and Microsoft Office Suite. External features for CLIN 0002 minimum requirements: Display - 17 inch color monitor, Keyboard - 101 key, Mouse - Microsoft serial 2.0, Port Replicator. Warranty for CLIN 0002 Minimum requirement: Warranty - 3 years parts and labor. CLIN 0003 is for a quantity of six (6) each desktop computers with the following minimum requirements: Chip - 586 100Mhz Pentium, Memory - 24 MB RAM, Hard Drive - 1.6 GB, Floppy Drive - 3.5 inch, Display - 15 inch color monitor, Loaded software - Windows 95, Warranty - three year on site warranty. All items shall be delivered within 30 days after contract award. Earlier delivery is acceptable and desirable at no additional cost to the Government. Deliveries shall be made FOB Destination to Commanding Officer, Naval Aviation Depot Operations Center (NADOC-71212), Naval Air Station, Patuxent River, MD 20670-5449, Attn: Bldg. 449, Rm. 110. Inspection and Acceptance shall be at destination. FAR 52.212-1 Instructions to Offerors - Commercial Items (OCT 1995) is incorporated by reference and applies to this acquisition. FAR 52.212-2 Evaluation - Commercial Items does not apply to this acquisition. In lieu the following information will be used for evaluation of offerors: award will be made to the offeror whose offer conforming to the solicitation will result in the lowest cost to the government. Each offeror shall include a completed copy of FAR 52.212-3 Offeror Representation and Certifications - Commercial Items (MAR 1996) with its offer. FAR 52.212-4 Contract Terms and Conditions - Commercial Items applies to this acquisition and is incorporated by reference. This acquisition is being conducted under regulatory delegation of GSA's exclusive procurement authority for FIP resources. The specific GSA DPA case is not applicable. Defense FAR Supplement (DFARS) 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (NOV 1995) is incorporated by reference. For paragraph (b) the following clauses apply: 252.225-7001 Buy American Act and Balance of Payments Program (41 U.S.C. 10, E.O. 10582), 252.225-7036 North American Free Trade Agreement Implementation Act. Warranty: Acceptance of the warranty does not waive or limit the Governments rights with regards to other terms and conditions of the contract. In the event of a conflict between the warranty and the terms and conditions of the contract, the contract shall take precedence over the warranty. The warranty shall begin upon final acceptance of the applicable deliverables. This will result in a DO rated award. All responsible sources may submit a quote which shall be considered if received in a timely manner. The apparent low offeror may be requested to provide product literature to verify that the minimum requirements of the government are being met. Offerors which fail to furnish required representations and certifications, or reject the terms and conditions of the solicitation may be excluded from consideration. Quotations are due by 4:00 PM EST on 96 Aug 16. Anticipated award is 96 Aug 22.
