Department of Commerce/NOAA intends to negotiate on a noncompetitive
basis with General Sciences Corporation, 6100 Chevy Chase Drive,
Laurel, MD 20707 to extend the period of performance and increase the
level of effort for work within the scope of contract 50-DDNW-2-00002
for computer software development and support services in preparation
for the Advanced Weather Interactive Processing System (AWIPS). The
contract is currently in the fourth and final option year which ends
September 30, 1996. The Government anticipates that an increased level
of effort will be required through December 31, 1996, to allow time to
complete negotiations for a follow-on contract (Sol. 52-DDNW-6-00002)
which is scheduled for award in the first quarter of fiscal 1997.
Additional program requirements which were unanticipated initially have
increased the level of work in recent months. The increased level of
effort for the current contract is intended to ensure that operations
are uninterrupted while the new contract is being negotiated plus a
transition period if another company is selected. The existing contract
covers services which include the preparation of hydrometeorological
specifications to support all aspects of forecast operations including:
decoding data, quality control, parameter derivation, display
generation, image processing, objective analysis and interpolation,
numerical and statistical forecast models, man-machine interaction,
decision assistance, product formatting and routing, forecast
monitoring and verification, and technique development. Specifications,
prepared as Technique Specification Packages, include descriptions of
the requirements, sample inputs and outputs, data flow diagrams, and
currently available related computer code. The contractor will
participate in the review of AWIPS prime contractor deliverables such
as designs, code, test plans and documentation. Applications
development will also include support for advanced techniques such as
computer graphics for entry of forecasts and warnings, computer
assisted preparation of official forecast products, and computer
analysis and display of remote sensed Doppler radar data and
windprofiler are envisioned. Vendors who believe they can satisfy the
Government's requirements are invited to submit an affirmative
response. To be considered affirmative, vendors must submit written
data and documentation which demonstrates a knowledge of and close
familiarity with each of the aforementioned major operational areas and
with the AWIPS implementation effort. Any prospective offeror must
demonstrate cognizance of the current status and details of this
program such that assumption of duties could be achieved with minimal
transition delays while maintaining continuity in service support. All
responsible sources must submit a written narrative statement of
capability including detailed technical information and other technical
literature sufficient to permit agency analysis in order to determine
