this acquisition. In accordance with the new streamlined acquisition
process described below, the Project Agreement will serve as the
solicitation document for this requirement. This competitive
acquisition will be conducted using a new streamlined acquisition
process described in a document entitled ''Department of Commerce
Acquisition Process Case for Change'' which may be found on the
Internet at http://www.uspto.gov/web/doc/bpr/. The intent of this new
process is to provide an improved acquisition environment which will
benefit both the vendor community and the Government. As part of this
process, a Project Agreement will be made available on the Internet at
http://www.conops.doc.gov fifteen (15) days beginning from the date of
this synopsis. The U.S. Patent and Trademark Office (PTO) has a
requirement for services, software and hardware in support of an
enterprise-wide data warehouse for the PTO. Services include: support
for development, delivery, and maintenance of this data warehouse. The
objective of data warehousing at the PTO is to resolve data access
difficulties and provide strategic business information to PTO analysts
and managers. An enterprise-wide data warehouse is envisioned to
support PTO data sharing and decision making into the 21st century. PTO
anticipates this acquisition to be for one (1) base year plus four (4)
additional one-year option periods. This acquisition is expected to be
awarded under Standard Industrial Classification (SIC) Code 7373 and on
the basis of full and open competition; however, small business
opportunities may be considered. Interested parties must respond to the
Project Agreement in order to be considered for award of any resulting
