846-4900. Air Force Operational Test and Evaluation Center (AFOTEC) and
Phillips Laboratory/PK will contract for performance of the requirement
for AFOTEC General Support. AFOTEC conducts Initial Operational Test
and Evaluation (IOT&E), Qualification Operational Test and Evaluation
(QOT&E) and Follow-on Operational Test and Evaluation (FOT&E) on Air
Force systems, Multi-Service Operational Test and Evaluation (MOT&E),
as directed, and participates in Joint Test and Evaluation (JT&E).
AFOTEC seeks technical support from contractors to accomplish these
activities. The activities cover the spectrum of AF mission areas
including: tactical, strategic, command, control, communication,
computer and intelligence (C4I), reconnaissance, strategic missiles,
and space. Contractors shall provide technical support during test
planning, execution, and reporting, develop test methodology, conduct
special investigations and analysis, and modeling and simulation.
Contractor personnel may be required to travel within and outside
CONUS. Each contractor must demonstrate multiple skill levels and areas
of expertise in the general areas of Senior Project Engineer/Manager,
Senior Analyst/Engineer, Analyst, and Technician. Submission of offers
is limited to US firms only. No foreign-owned firms, except those
which have DOD approved Proxy Agreements, are allowed to submit offers.
To perform services under the resultant contract, the contractor will
require access to Unclassified/Limited Distribution data or data whose
export is restricted by applicable Export Control laws and
regulations. Contact the Defense Logistics Services Center (DLSC),

approval process. Each offeror will be required to provide a copy of
the government-approved, contractor-certified DD Form 2345, Militarily
Critical Technical Data Agreement, with its proposal. Standard
Industrial Classification (SIC) Code for this acquisition is: 8731.
Small business size standard is: 500 employees. Two (2) separate
60-month (5-year) contracts will be awarded from the resulting
solicitation: one (1) set-aside with estimated level of effort of
400,000 labor hours for award to a Small Business firm, and one (1)
set-aside with estimated level of effort of 150,000 labor hours for
award to a certified 8(a) firm. The Request for Proposal (RFP) will be
released on or about 19 August 1996. Hard copies of the RFP will be
distributed to those Small Businesses and/or 8(a) certified firms that
have expressed interest in this requirement by notifying the
Contracting Officer by letter, FAX or E-MAIL or by having attended the
Pre-Solication Conference held on 4 June 1996. The RFP, as well as

potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the Program Director or Contracting Officer but to
communicate contractor concerns, issues, disagreements and
