Contracting Officer. The Environmental Protection Agency has a
requirement for an expert in network monitoring of ozone and ozone
precursors to write the NARSTO critical review paper on that subjects.
The review paper shall be written suitable for publication in an
atmospheric sciences journal. Style and format of the paper should
follow the guidelines established for all NARSTO critical review
papers. The paper will include an overview of the current
state-of-science in network monitoring for ozone and ozone precursors,
from the perspective of the measurement methods employed and the
potential utility of the date being collected. The methods employed
will be reviewed for their robustness and tractability in routine
monitoring operations. The site selection, density, and parameters
measured will be assessed for the objective of the monitoring network.
The emerging PAMS network should receive emphasis in the discussion.
The adequacy of the monitoring data will be evaluated for the purposes
of establishing ambient concentration trends, for helping to evaluate
emissions inventories and verify the impacts of control programs, and
for helping to evaluate air quality models and establish their
reliability as air quality management tools. The potential for
higher-level diagnostic analysis, such as using observation-based
models, will be assessed. The critical review shall focus on monitoring
network developments beyond those described in the 1991 National
Academy of Sciences report on tropospheric ozone, ''Rethinking the
Ozone Problem in Urban and Regional Air Pollution.'' The contractor
shall participate in two meetings of the combined author panel for all
of the NARSTO critical review papers. The draft copy of the report is
due 12 months from date of award. The request for quotation will be
issued approximately 8/20/96, and quotations will be due approximately
9/3/96. Small-business set-aside. Interested parties may obtain a copy
