POC Karen Munroe, Contract Specialist, (314) 894-6610 The VA Medical
Center, St. Louis, Missouri, intends to procure the services to replace
the imaging system for the National Engineering Service Center (NESC),
St. Louis, Missouri. Contractor must provide the services including
software, for the development of Image Management Software that must
support both stand-alone and networked imaging applications. The system
must have the capability to provide batch document scanning, indexing
and retrieval and also be capable of copying and converting image
document formats to text documents (state-of-the-art OCR capability).
The system must be able to search, retrieve and fax out documents using
the existing NESC Fax Gateway and Voice Response Unit, and also support
direct computer log in through the NESC communications network. Image
Management Software must have development and design capabilities
(development kit) that can be used for future NESC in-house development
of applications such as the NESC Manufacturer's Correspondence Folders,
Administration Library and Documentation Library. Software must be
compatible with and be integrated into the existing configuration of
hardware, software and communications components. The present NESC
hardware/software configuration includes the following: DEC Alpha 2100,
currently running VMS 6.2 Operating System, Oracle 7.0 and Micronetic
Mumps Software), NT XL Image Server, NT Workflow server, Microsoft
Exchange, an Optical Disk Jukebox with 120 gigabytes storage, Edify
Voice Response Unit (VRU) running under OS/2 Operating System, Pentium
Personal Computers running Windows 95, a Network Batch Scanner, Fax
Gateways and a Cisco Router. An off-the-shelf Image
Management/Development/Design software package is required that will be
supported with future upgrades. Any software purchased by the
successful offeror which is developed for use by the NESC must be
capable of being modified by NESC programmers to accommodate future
NESC needs. Request for proposal will be issued August 19, 1996.
Request for proposal will be due September 19, 1996. Request for copies
