the intent of the Government to sole source this requirement under FAR
6.302.1. An initial market survey was completed and only one product,
NetID by Isotro Network Management, Inc., was located to perform the
services. This is a total small business set-aside. The Diplomatic
Telecommunications Service Program Office (DTS-PO) requires an Internet
Protocol (IP) Address System that shall meet the following
requirements. To be used in the assignment and management of addresses,
and the tracking of required data. The specific requirements are as
follows: Interface - User friendly graphical user interface (GUI). To
minimize the training required. Platform - Sun Sparc system using the
Sun operating system, Solaris 2.4 or higher. Client Operating Systems
- Windows 3.x, Windows NT, Solaris 2.4. Database - Oracle is preferred,
Sybase is acceptable. The database interface must allow for the
database to be on a physically different platform. Address Assignment
- Rules based, handling Variable Length Sub-net Masking (VLSM). Routing
protocol supported - Open Shortest Path First (OSPF). Data Fields - In
addition to the basic fields associated with IP addresses, the
following information is required: Point of Contact, phone number, ASN,
and equipment location. This must be loadable and accessible via the
GUI. Security - Updated and access permissions must be able to be
assigned to variable sized blocks of addresses. This will limit
individual administrators to the specific addresses they have been
assigned. In addition there must be higher level permissions for the
agency network manager, and the DTS-PO network administrator. Domain
Name Service (DNS) - Construct all required UNIX files for a full DNS.
Web services - There must be a Web interface to the product. This will
allow administrators worldwide to manage the address space assigned to
