FACILITIES EQUIPMENT AND ASSOCIATED SERVICES POC Mary Jacobs, Contract
Specialist, (619) 939-6043. The Naval Air Warfare Center Weapons
Division (NAWCWPNS), China Lake, California, plans to hold an Industry
Briefing on 27 August 1996, from 0900-1700 in the China Lake
Auditorium, for two upcoming contractual requirements. The Pacific
Ranges and Facilities Department includes the Land Ranges and the
Electronic Combat Range (ECR) at China Lake, California. The Land
Ranges are comprised of various test sites including, Radar Cross
Section (RCS) Range and Propulsion Warhead Environmental Test Range.
The Superior Valley Bombing and Gunnery Range (SVBGR) is included in
the ECR. However, secondary sites that may be supported through these
contracts are the Sea Range and San Nicholas Island at Point Mugu, CA,
and the NAWCWPNS Detachment at White Sands Missile Range, New Mexico,
and other off-site locations that have a mission or requirement
connected to the mission of the primary sites covered by these
contracts. Support may include any range consolidations that may occur
during the life of the contract. Each contract will provide the core
requirements to support essential services to the specific range's
testing and operational needs. However, each contract will allow for
the procurement of support identified as other than a core requirement,
such as, but not limited to, temporary increases in testing or
improvements to range capabilities, and functionally specific to the
contract. 1. Land Range Support (excluding Electronic Combat Range)
includes, but is not necessarily limited to, communications, frequency
monitoring, meteorology, field power systems (fuel powered generators
and photo-voltaic systems), photo-electronics (maintenance and repair
of video equip, cameras, tracking mount trailers, domes), land
targets, range scrap removal, ordnance removal and cleanup, and radar
cross section range maintenance and operational support. Support
includes, but is not limited to, maintenance and repair, test operation
support, and installation of new equipment in the functional areas
described above. The contract will also provide for any increased
effort in the areas of communication systems, meteorology, field power
systems, targets, ordnance removal and cleanup to any site within the
Pacific Range and Test Facilities. These functions are currently
performed by Research and Development Laboratories (RDL) in support of
the North Range and the Radar Cross Section Range, China Lake CA,
under a contract set-aside for 8(a) business concerns. At this time,
the NAWCWPNS anticipates the proposed requirement will be set-aside for
8(a) business concerns, and expects the award of a cost plus award fee,
indefinite delivery, indefinite quantity type contract using best value
source selection. The new effort is scheduled to begin 1 October 1997.
Top Secret facility and personnel security clearances will be
required. 2. Electronic Combat Range and Superior Valley Bombing and
Gunnery Range Support includes, but is not necessarily limited to,
radar and laser systems, telemetry systems, Operation Centers, Command
and Control Centers, communication systems, computer systems, global
positioning systems, local area network systems, bomb scoring systems,
configuration management, project engineering, range quality
assurance, support, ordnance removal and cleanup, and other functions
in support of general range operations. The contract will include
maintenance, operations, improvement and modernization, in the
electronic and mechanical fields, including technical and engineering,
hardware and software for the systems described above. The contract
will also provide for any increase effort in the areas of radar and
laser systems, telemetry systems, and global positioning systems to any
site within the Pacific Range and Test Facilities. These functions are
currently performed by Manufacturing Technology, Inc. (MTI) in support
of the Electronic Combat Range, China Lake CA, under a contract
set-aside for 8(a) business concerns. At this time, the NAWCWPNS
anticipates the proposed requirement will be set-aside for 8(a)
business concerns, and expects the award of a cost plus award fee,
indefinite delivery, indefinite quantity type contract using best value
source selection. The new effort is scheduled to begin 1 February 1998.
Top Secret facility and personnel security clearances will be required.
The purpose of the briefing is to inform prospective contractors of the
Government's requirements and to determine if sufficient competition
exists among qualified, capable, and interested 8(a) business concerns.
Attendance at the briefing will be limited to 2 representatives from
each responding 8(a) company. All other responding companies will be
accommodated on a space available basis, and limited to no more than 2
representatives each. The briefing will be unclassified. The briefing
will be recorded on video tape. Please submit names of the attendees

at the briefing. Companies interested in the possibility of providing
the described services will be asked to respond to a contractor
profile data questionnaire concerning their company and its
qualifications, including staffing, financial, technical capabilities,
security clearances, and company background and experience. The
required format will be identified in the information packages and must
