This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number N00421-96-Q-1091 is hereby issued as a Request for Quotation (RFQ). The request for quotation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 90-37 and Defense Acquisition Circular 91-10. This action is set-aside for small business. The Standard Industrial Code is 3669 with a small business size standard of 750 employees. An offeror which proposes to furnish a product which it did not itself manufacture, is deemed to be a small business when it has no more than 500 employees and proposes to furnish the product of a small business manufacturer or producer, which end product is manufactured or produced in the United States. This will be a Firm-Fixed Price contract. This will include two contract line item numbers (CLIN). CLIN 0001 is for a quantity of one (1) each refurbished L/S band feed assembly, EMP part number 1663000-02. CLIN 0002 is for one (1) each refurbished Y-adapter cable, EMP part number 1662102-02. The government intends to solicit and negotiate the proposed contract on a SOLE SOURCE BASIS with Electro-Magnetic Processes, 20360 Plummer Street, Chatsworth, CA 91311- 5371 under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations. All quotations received within 15 days of this notice will be considered solely for the purpose of determining whether to initiate a competitive procurement. The government reserves the right to process the procurement on a sole source basis based upon the responses received. The government will not pay for any information received. This feed is used with existing EMP model 100-10 telemetry antenna. They must be interchangeable electrically and mechanically with the existing antenna and must be conical scanning. The required delivery for all items is 96 Sep 09. Earlier delivery is acceptable and desirable at no additional cost to the Government. Deliveries shall be made FOB Destination. Deliveries shall be shipped to Receiving Officer, Supply Department, Bldg 665, MS-31, Naval Air Station, Patuxent River, MD 20670. Shipments shall be marked for Atlantic Ranges and Facilities Department, MS-3, Bldg. 2118, Telemetry Division, Attention S. Williams. Inspection and Acceptance shall be at destination. FAR 52.212-1 Instructions to Offerors - Commercial Items (OCT 1995) is incorporated by reference and applies to this acquisition. FAR 52.212-2 Evaluation - Commercial Items does not apply to this acquisition. In lieu the following information will be used for evaluation of offerors: award will be made to the offeror whose offer conforming to the solicitation will result in the lowest cost to the government. Each offeror shall include a completed copy of FAR 52.212-3 Offeror Representation and Certifications - Commercial Items (MAR 1996) with its proposal. Warranty: The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the warranty does not waive or limit the Governments rights with regards to other terms and conditions of the contract. In the event of a conflict between the warranty and the terms and conditions of the contract, the contract shall take precedence over the warranty. The warranty shall begin upon final acceptance of the applicable deliverables. This will result in a DO rated award. All responsible sources may submit a quote which shall be considered if received in a timely manner. Offerors which fail to furnish required representations and certifications, or reject the terms and conditions of the request for quotation may be excluded from consideration. Quotations are due by 4:00 PM EST on 96 Aug 16. Anticipated award is 96 Aug 22.
