COMMERCE BUSINESS DAILY ISSUE OF AUGUST 7,1996 PSA#1653Naval Air Warfare Center Training Systems Division, Code 2732, 12350
Research Parkway, Orlando, FL 32826-3224 66 -- HARDENED SUBMINIATURE TELEMETRY AND SENSOR SYSTEM (HSTSS) -
REQUEST FOR INFORMATION POC Mrs. Cathy Desrosiers, Contract Specialist
(407)380-4019, or Mr. Michael K. Minor, Contracting Officer
(407)380-4096 The U.S. Army Simulation, Training and Instrumentation
Command (STRICOM) desires industry interface to gain information on
available products and technologies to further define/refine the
system's requirements and the acquisition approach. The HSTSS is a
tri-service project designed to support the Test and Evaluation (T&E)
of Department of Defense weapons systems under the T&E mission area.
The system will provide, via a Radio Frequency (RF) link, direct
measurements from launch to impact for a wide variety of weapon
systems. It will measure parameters such as attitude, velocity,
acceleration, temperature, pressure, and internal processor/sensor
functions, and will telemeter this data to either a standard test range
ground receiver station or a custom HSTSS mobile telemetry receiver
station and data analysis center. The HSTSS will be designed to meet
the capabilities required by the weapon system under test (measurement
and collection of data) in a moderate to extremely harsh launch
environment (i.e., in some cases, acceleration/shock to 100,000 G's and
temperatures to 3500K). The HSTSS will have configurations (unitized
and modular) which can be fitted to and/or embedded within the host
test article, and will not adversely affect the static and dynamic
performance characteristics of the weapon system under test. An
Engineering and Manufacturing Development phase Request for Proposal
release is anticipated for the second or third quarter of FY97,
following a program milestone I/II decision in second quarter of FY97.
Information is being requested at this time specifically on developed
or developing technologies and products, such as microsensors, RF
telemetry/antennas, flexible/ reconfigurable power supplies, data
acquisition systems, and electronic packaging techniques. Information
is also requested, if available, on the integration and fitting of
these technologies onto and into the weapons systems (direct/indirect
fire munitions, gliding submunitions, and rockets/missiles). The
Government HSTSS Integrated Project Team believes industry feedback is
vitally important, and will be receptive to any and all ideas received
from industry which would result in eliminating constraining
requirements, would realize cost savings, or would highlight potential
technical or contractual problems or conflicts associated with the
HSTSS program. Information and comments, whether supportive or
critical, are equally being solicited. The government does not intend
to pay for the information solicited at this time, and will not
recognize any costs associated with submission of information.
Proprietary information is not being solicited; however, if it is
submitted, it should be appropriately marked. Responses to this request
for information are requested in writing to the Contracting Officer,
Mr. Michael K. Minor, at the above address by 26 August 1996. (0218) Loren Data Corp. http://www.ld.com (SYN# 0441 19960806\66-0001.SOL)
