We are seeking input from those in industry to develop non-restrictive specifications that will allow for full and open competition for the establishment of a contract to meet our recurring needs. Contracting under commercial off-the-shelf procedures is desired. If there is need to meet and discuss this issue, we are willing to schedule a pre-solicitation meeting here at the shipyard.
