DEPOSITION ON SURFACE WATERS AND AQUATIC BIOTA IN THE ADIRONDACK REGION

Atmospheric Administration (NOAA), on behalf of the National Acid
Precipitation Assessment Program (NAPAP), intends to procure, on an
other than full and open competition basis, from E&S Environmental
Chemistry Inc., located at 1325 NW 9th Street, Corvallis, OR 97339,
summary scientific assessment of the advancements made in the state of
science since 1990 of the effects of acid deposition on surface waters
and aquatic biota. Information specific to the Adirondack region of New
York is required. The assessment will address the policy-relevant
issues stated in Title IX of the 1990 Clean Air Act Amendments and will
be subject to external peer review and NAPAP agency clearance.
Publication in peer reviewed professional journals by the contractor is
also desired. This requirement is sole sourced due to the
time-sensitive nature of the effort, the very specific nature of the
science, and the existing knowledge base that lies within E&S
Environmental Chemistry Inc. due to their ongoing work in this field
over the last six years and their extensive testing and improvement on
the Model of Acidification of Groundwater in Catchments (MAGIC). MAGIC
is the principal model used by NAPAP to project changes in lake and
stream water chemistry in response to changing future levels of acid
deposition. Improvements in MAGIC should include the effects of
nitrogen and organic acids and consideration of paleolimnological
reconstructions of lake water acid-base chemistry. Firms that believe
they can complete these tasks within 120 days of contract award shall
submit a written response to be received at this contracting office no
later than fifteen (15) days after the date of publication of this
notice, clearly showing its ability to provide the required
