Jenkins, Contracting Officer (90C4) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are are being requested and a written solicitation will not be issued. Solicitation number 578-42-96 is issued as a Request For Proposal (RFP). This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-39. Hines Veterans Affairs Hospital (VAH) intends to purchase one each, Microsoft Corporation's Basic Premier Contract, or equal, to provide comprehensive Microsoft products technical support for Hines Information Systems Center, Hines, IL 60141. Purchase to also include one each, Microsoft Corporation Premier Service Desk, or equal. Offers of equivalent Microsoft products technical support must provide proactive support planning and problem resolution for all Hines VAH utilized Microsoft brand products, including rapid response times of 24 hours per day, 7 days per week server-down response, consulting and planning services, access to Microsoft products technical support information, technical account management, ability to report technical issues on released and beta Microsoft products by telephone, electronic mail, or Internet Web Sites with 150 technical support incidents included before additional charge and subscription to a developer network that provides instant access to essential programming information for the latest released Microsoft brand products. Delivery is to be F.O.B. destination within 30 days of contract award to Hines VAH Information Systems Center, Bldg. 37, Hines, IL 60141. The provisions at 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition with no addenda. In accordance with the provisions at 52.212-2, Evaluation--Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be the most advantageous to the Government, price and other factors considered. The following factors, in a descending order of importance, will be used to evaluate offers of equivalent technical support service: (1) Ability to provide comprehensive technical support, technical account management and technical services for all Veterans Administration Microsoft brand utilized products (2) Conformation to specifications, including subscription to developer network for access to programming information and access to a secure web site that provides two-way communications with Microsoft Corporations Knowledge Base with access to Microsoft troubleshooting tools and guides (3) Price (4) Software and hardware upgrade and support. Offerors are to include a completed copy of the provisions at 52.212-3, Offerors Representations and Certifications-- Commercial Items, with offer. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition with no addenda. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items, applies to this acquisition with none of the additional FAR clauses cited in the clause applicable to this acquisition.
