Kirtland AFB, NM 87117-5773. This announcement is in anticipation of
soliciting an acquisition for Electronic Warfare/Electromagnetics
General Support for the US Army BIG CROW Program Office (BCPO) located
on Kirtland Air Force Base, NM. A draft RFP, consisting of Sections L
and M and the Statement of Work only, will be released for review and
comment by 6 August 1996. Comments on the draft RFP are strongly
encouraged and should be addressed to the Contracting Officer no later
than 16 August 1996. Small business and 8(a) firms interested in a
copy of the RFP must make their request in writing to the Contracting
Officer. They must also provide the following in addition to the
request: The company point of contact name, telephone number, mailing
address, fax number, e-mail address, assigned commercial and government
entity (cage) code, their business size or non-profit situation under
SIC code 8731, 500 employees. This includes any 8(a), small and small
disadvantaged business, women-owned business or historically black
colleges and universities/minority institutions. Any prospective
offeror must have key personnel that can be upgraded to a Top Secret
clearance within 12 months of contract award and have a facility
clearance of Secret at time of contract award. Two awards are
anticipated to be made as a result of the qualified responses. This
acquisition has been set aside for small business. Equal awards, by
level of effort (LOE), will be divided between 8(a) and small business
contractors. It is anticipated that at least one award will be made in
each of these categories, however, if no 8(a) firms are deemed able to
demonstrate the technical, management, financial, and facility
capabilities necessary to meet the criteria identified in Section M of
the RFP in a manner most advantageous to the Government, price and
other factors considered, the government will award to two (2) small
businesses. Foreign companies are advised that they will not be allowed
to participate as the prime contractor. This effort will consist of
research and development support in the areas of electromagnetic (EM)
and electronic warfare (EW-E3) systems. The scope of this acquisition
is limited to aspects of EW investigation system analysis, interface
development, system integration, requirement definition and the
application of engineering design and development to support the
requirement definition. This effort will support the BCPO in EW
vulnerability investigations, EW research testing and EW
developmental/operational testing in the areas of electronic attack
(EA), electronic protection (EP) and electronic support (ES). Systems
developed under this effort may vary greatly in type and complexity
since the requirements will be driven by the EW systems to be tested.
The support systems developed, may involve combinations of
transmission, receiving and/or instrumentation elements. Systems
developed under this acquisition will assist the R&D community in the
areas of pre-test analysis, test design, test planning, frequency
coordination, test execution (laboratory and field), post-test analysis
and report generation. All potential sources must have demonstrated
knowledge and experience in the following areas: 1) EA, 2) EP, 3) ES,
4) system integration to other systems and/or instrumentation/computer
elements, 5) demonstrated experience in system analysis/EW
investigations, 6) ability to perform in-house EW research and
development, fabrication and integration. Information regarding this

An Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate offerors' concerns, issues, disagreements and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of the proposals or in the source selection process.

level. A formal RFP is expected to be issued by the fourth week in
