- This Request for Proposals is a source selection procurement for the
construction of 276 units of replacement housing at NAS Lemoore, CA
complete and ready for use. The work includes the design and
construction of housing, site improvements, utility services,
demolition and all other required improvements, both on and off site.
Construction will be accomplished under the ''Turnkey'' (Design/Build)
concept. Consideration will be given to energy efficiency and reduced
maintenance. Also consideration shall be given to a development with
a neighborhood identity and focal area (i.e., focal points for persons
to congregate, open spaces and/or facilities for social interaction).
The site is approximately 23.099 hectares (57.08 acres) total within
the project boundary and approximately 17.429 hectares (43.1 acres)
within building setback limits. All dwelling units shall be within the
building limits as indicated in the RFP. This project is composed of
the following dwelling unit design types: 148 Units JEM-2BR, 16 Units
JEM-3BR and 112 Units JEM-4BR. The work also includes demolishing 276
existing family housing units, utilities and pavement on a separate
site, approximately 28.87 hectares (71.3 acres), within the limits
indicated and as described in the RFP. This project is to be acquired
by negotiation with qualified offerors based on technical and price
competition. Price and Technical evaluation factors are approximately
equal in weight. Technical Factor 1 will be the Dwelling Unit Design.
Technical Factor 2 will be the Site Design Engineering, Material
Quality and Maintainability. Technical Factor 3 will be Building
Engineering, Material Quality and Maintainability and Environmentally
Sensitive Design. Technical Factor 4 will be Past Performance.
Technical Factor 5 will be Subcontracting Commitment. The Navy has
$35.7Million available for award of this project. Contract duration is
approximately 485 calendar days. The proposed contract is
UNRESTRICTED. (IF THE PRIME CONTRACTOR IS A LARGE BUSINESS, A
SUBCONTRACTING PLAN WILL BE REQUIRED). The Standard Industrial Code
(SIC) is 1521 and the related small business size standard is
$17Million. Offerors shall request a copy (one per customer) of the
solicitation IN WRITING stating RFP No. N62474-96-R-6204 with complete
company name, address, area code and telephone number/fax, point of
contact and identify company as a prime, subcontractor/supplier.

WILL BE AVAILABLE AFTER THE DATE AND TIME SET FOR RECEIPT OF PROPOSALS
