255-1695, ext 2254. The F-22 System Program Office is planning to
release the Request for Proposal (RFP) for the F-22 Next Generation Air
Superiority Fighter Pre-Production Verification (PPV) program. The
acquisition will consist of three production representative articles
for dedicated Initial Operational Test and Evaluation (IOT&E), data
instrumentation systems, support equipment, expendables, software,
spares, maintenance and repair. The acquisition of three PPV articles
will also include procurement of Out of Production Parts (OPP) for the
aircraft. Delivery of PPV articles begins in June 2000. Contract
action for the above will result in a modification to the current
engineering and manufacturing development contract, F33657-91-C-0006.
This requirement is being acquired under other than full and open
competition, one responsible source, with Lockheed Martin Aeronautical
Systems, Marietta, GA. Lockheed Martin is currently the prime
contractor for the engineering and manufacturing development of the
F-22 aircraft. Reprocurement data is not available. The purpose of this
synopsis is to notify industry of the impending action. PPV Request for
Proposal is to be released on or about 11 Sep 96. Note 22 applies. SIC

been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals. Interested parties

Ombudsman should only be contacted with issues or problems that have
been previously brought to the attention of the contracting officer and
