The F-22 System Program Office is planning to release the Request for Proposal (RFP) for the F-22 Next Generation Air Superiority Fighter Pre-Production Verification (PPV) program. The acquisition will consist of three production representative articles for dedicated Initial Operational Test and Evaluation (IOT&E), data instrumentation systems, support equipment, expendables, software, spares, maintenance and repair. The acquisition of three PPV articles will also include procurement of Out of Production Parts (OPP) for the aircraft. Delivery of PPV articles begins in June 2000. Contract action for the above will result in a modification to the current engineering and manufacturing development contract, F33657-91-C-0006. This requirement is being acquired under other than full and open competition, one responsible source, with Lockheed Martin Aeronautical Systems, Marietta, GA. Lockheed Martin is currently the prime contractor for the engineering and manufacturing development of the F-22 aircraft. Reprocurement data is not available. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals.
