negotiate a delivery order under Basic Ordering Agreement (BOA)
N00019-94-G-0028 or its successor BOA N00019-96-G-0089 with Grumman
Aerospace Corporation (GAC) to procure integration modification kits to
support the installation of Embedded Global Positioning System (GPS)
Inertial Navigation System (INS) (EGI) in the F-14A and F-14B Aircraft
and to support the installation of Miniaturized Airborne Global
Positioning System Receiver (MAGR) in F-14D Aircraft and maintenance
trainers. Technical data and associated drawings will also be procured.
GAC as the sole designer, developer, and producer of the F-14 Aircraft
has sole possession of the required technical expertise, engineering
data, and detailed knowledge of the F-14 Aircraft configurations. GAC
has performed system engineering, modification design, parts
fabrication, and ground and flight testing functions throughout the
production and deployment of the F-14 Aircraft. As a result, Grumman
alone possesses the experience, expertise, and facilities necessary to
provide the required effort in time to support the Navy's requirement
as established by the 1994 Defense Authorization Act. See note No. 22
