(''ViViD,'' formerly known as the Naval Telecommunications
Infrastructure Project, or ''NAVTIP'') solicitation is being conducted
pursuant to FAR and DFARS Parts 12 ''Acquisition of Commercial
Items.'' ViViD will result inone (or more) firm-fixed-price,
indefinite-delivery, indefinite-quantity (FFP, IDIQ) contracts and will
assist the Navy, Coast Guard and other Department of Defense (DoD)
agencies in meeting their common current and future
telecommunicationsrequirements. The term of the ViViD contract(s) will
consist of a one-year base period and nine one-year options to extend
the term of the contract(s). Evaluation of proposals will be done on
a best-value basis. The ViViD contract(s) will providehardware and
related software, materials, digital switching services and Contractor
support services to satisfy the requirements for integration,
interoperability, compatibility, and resource sharing of both
Government Equipment and the Contractorprovided telecommunications
components. ViViD is designed as a flexible end-user solution to meet
diverse current and future requirements to ensure interoperability
through standards-based technology using both Government and Contractor
providedequipment. ViViD is intended to provide all hardware, software,
and services required to establish, implement, operate, enhance,
maintain, and efficiently use an infrastructure which is capable of
supporting and integrating voice, video, and data andwhich physically
extends to ships when docked pier-side. Hardware and services available
on the ViViD contract(s) will be used for modernizing the Government's
telecommunications highways, including those of ships, to ensure
sufficient performance andbandwidth for integrated voice, video and
data. Not only is ViViD intended to provide the user with viable
alternatives of self installation, enhancement, operations and
maintenance, but also to facilitate these alternatives. ViViD will also
provideusers with viable alternatives for purchasing and/or leasing
equipment (lease to ownership and straight lease) and utilizing
Contractor provided or Government provided support services in any
combination or degree of variation to meet the requirementsof each
distinct user. The solicitation will include an ''informational goal''
which will encourage Offerors to subcontract not less than 15% of the
total dollar value of support services delivery orders, per year, to
small businesses (5% to smallbusinesses, 5% to small disadvantaged
businesses, and 5% to women-owned small businesses). The Government
intends to award the ViViD contract(s) on the basis of initial offers
received without discussions. The Standard Industrial Classification
(SIC)Code for the ViViD acquisition is 3669. The RFP will be released
on or about 27 August 1996 exclusively via the NISMC Home Page at
http://204.222.128.9/ (under the ''Contracting'' area); no paper copies
of the solicitation will be distributed by NISMC.A presolicitation
conference will be held during the week of 16 September 1996; details
about the conference will be published on the NISMC Home Page along
