Contracting Officer, 301/619-3012. The Naval Medical Logistics Command
has a requirement for blood cell washer systems. The Navy intends to
negotiate with Haemonetics Corporation as the only one source. This
notice is not a request for competitive proposals. See Note 22. This
requirement is a combined synopsis/solicitation for a commercial item
prepared in accordance with FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only Request for Proposal under Solicitation
N62645-96-R-0037. The Government contemplates award of a Firm Fixed
Price Indefinite Delivery Indefinite Quantity contract. A proposal from
Haemonetics Corporation, Braintree, MA, is being requested and a
written solicitation will not be issued. Haemonetics shall satisfy this
requirement by providing the following Contract Line Items (CLINs);
CLIN 0001, Haemonetics Model M115 Cell Washing System, 120/230 volt,
50/60HZ, AC, PN 8818, MIN 5 each, MAX 58 each; CLIN 0002, Cell Wash Set
(10/case), PN 7497, MIN 67 each, MAX 1542 each; CLIN 0003, Quad Packs
(20/case), P/N 842, MIN 33 each, MAX 918 each; CLIN 0004, Waste Bags
(50/case), P/N 5606, MIN 10 each, MAX 155 each. The blood cell washers
shall meet the following specifications: SALIENT CHARACTERISTICS *
Shall be a blood cell washing system for deglycerolizing thawed red
blood cells by a sequential dilution method. Shall be a gravity fed
continuous flow type red blood cell washing system suitable for high
glycerol freezing protocols. * Shall have a cabinet housing with a pole
stand. * Shall be designed to use disposable plastic washbowl/waste bag
sets (not required to be supplied with the washing system). * Shall
have cabinet housing designed and constructed to include the following:
a. A fixed speed centrifuge designed to accommodate an inserted
washbowl. The centrifuge shall operate at a nominal speed of 5800 rpm.
b. A top mounted oscillating mixing platform with eight (8) adjustable
magnetic mounting posts that include mounting pins. The mixing platform
shall operate with a nominal oscillation rate of 180 cycles/minute. The
magnetic mounting posts shall be adjustable for securing a primary
collection bag (i.e. unit containing glycerolized red blood cells) to
the mixing platform. c. Electrical controls for activating and
deactivating the mixing platform and centrifuge. d. A cooling fan that
operates whenever the mixing platform and centrifuge are in operation.
e. A 30 minute mechanical timer with audio alarm that is graduated in
one (1) minute intervals. The timer shall be used for indicating when
a preset time has been reached, without controlling any component of
the blood cell washing system. f. Mounting pins that are secured to the
side of the housing, for mounting a 3000 mL capacity waste bag that is
a component of the washbowl/waste bag set. g. Suitable fittings for
supporting an inserted pole stand in an upright position. * Shall be
supplied with pole stand with 45 inch minimum height. The pole stand
include four (4) height adjustable support hooks that can be used for
suspending plastic type IV solution bags. * Shall be suitable for use
with a plastic washbowl/waste bag set with the following
characteristics: a. Consists of a centrifuge bowl with inlet and outlet
port connectors, and integrally attached cell wash harness, and a
detachable 3000 mL capacity waste bag. b. The cell wash harness
consists of various lengths of plastic tubing, four (4) ``Y'' type
connectors, and a four (4) color spike harness (i.e. with a yellow, a
blue, and 2 red color coded spike terminations). c. The yellow color
spike intended for connection to a 3000 mL capacity container with a
0.9% saline/0.2% dextrose solution. d. The blue color spike intended
for connection to a 150 mL capacity container with a 12% saline
solution. e. The red color spike intended for connection to two (2)
primary collection bags containing glycerolized red blood cells. f. The
wash solution perfuses the red blood cells in the spinning washbowl,
and then exits separately through the outlet port of the washbowl into
the waste bag for disposal. g. The washed unit of red blood cells is
siphoned from the washbowl into a blood recovery pack that is suspended
from a support hook on the pole stand. FINISH. The unit shall be
fabricated from materials which are inherently resistant to corrosion
or which are treated to render them corrosion-resistant. Where painting
or plating is used, appropriate cleaning and priming shall be performed
prior to finishing. Unless otherwise specified, finish shall be
equivalent or superior to that of comparable commercial equipment, and
shall be free of gaps, scratches, chips, and other imperfections.
WORKMANSHIP. The blood cell washer shall be free from defects which
detract from its appearance or impair its serviceability. FEDERAL FOOD,
DRUG AND COSMETIC ACT. This product is considered a medical device by
the US Food and Drug Administration, and the contractor shall comply,
and be responsible for compliance by its subcontractors/suppliers, with
the requirements of the Federal Food, Drug and Cosmetic Act, as
amended, and regulations promulgated thereunder. In addition, the
contractor shall comply, and be responsible for compliance by its
subcontractors/suppliers, with the requirements of all other applicable
federal, state and local statutes, ordinances, and regulations.
STANDARDS MANUALS. The contractor shall provide a minimum of two (2) of
all standards manuals to include service (wiring diagrams, schematics,
and parts list), technical and operational manuals with each unit.
This solicitation incorporates provisions and clauses effective through
Federal Acquisition Circular Number 90-37. The provision at FAR
52.212-1, Instructions to Offerors-Commercial Items, applies to this
acquisition with the exception of (d), (e), (f), (h), and (i) of the
clause, which are RESERVED. Proposal evaluation will be based on the
technical description of the items offered, to include product
literature, or other documents, to determine technical acceptability;
and the Government's determination that the proposed price is fair and
reasonable. To support the offered price, the offeror shall include
copies of published commercial price list, or other documentation
setting forth the prices charged to the general public. The Government
will award a contract based on; 1) Determination of technical
acceptability of items offered, and 2) Determination that the proposed
price is fair and reasonable. Haemonetics shall include a complete
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, with their offer. Additionally,
Haemonetics shall include a completed copy of the provision at DFARS
252.212-7000, Offeror Representations and Certifications-Commercial
Items. Addenda to this provision includes DFARS 252.225-7000, Buy
American Act-Balance of Payments Program Certificate, and 252.225-7006,
Buy American Act-Trade Agreements-Balance of Payments Program
Certificate. FAR 52.212-4, Contract Terms and Conditions-Commercial
Items, applies to this acquisition. FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition. In compliance
with said clause, the following additional FAR clauses apply: 52.203-6,
Restrictions on Subcontractor Sales to the Government, with Alternate
I; 52.203-10, Price or Fee Adjustment for Illegal or Improper Activity;
52.219-8, Utilization of Small business Concerns and Small
Disadvantaged Business Concerns; 52.222-26, Equal Opportunity;

Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required
to Implement Statutes Applicable to Defense Acquisitions of Commercial
Items, applies to this acquisition. In compliance with said clause,
the following additional DFARS clauses apply: 252.205-7000, Provision
of Information to Cooperative Agreement Holders; 252.233-7000,
Certification of Claims and Requests for Adjustment or Relief. CLINs
shall be ordered by issuance of delivery orders. Such orders may be
issued from date of contract award through September 30, 2001, or until
the time the Government has placed orders totaling the ``maximum''
quantities. All delivery orders are subject to the terms and conditions
of the contract. In the event of conflict between a delivery order and
the contract, the contract shall control. The contractor shall furnish
to the Government the items specified up to and including the quantity
designated at the ``maximum''. The Government shall order at least the
quantity of items designated as the ``minimum''. There is no limit on
the number of delivery orders that may be issued. The Government may
issue orders requiring delivery to multiple locations. All delivery
orders shall contain the following information: Date of order; Contract
number and order number; Item number(s) and description, quantity, and
unit price; Delivery date(s); Place of delivery (including consignee);
Packaging, and shipping instructions (if any); Accounting and
appropriation data; Payment office and address. Haemonetics proposal is
due at Naval Medical Logistics Command by 1:00 PM (local time) August
