The Naval Medical Logistics Command has a requirement for portable point of care blood chemistry analyzers for the Navy Surface Force. The Navy intends to negotiate with Abaxis as the only one source. This notice is not a request for competitive proposals. See Note 22. The resulting contract will be Firm Fixed Price Indefinite Delivery Indefinite Quantity. The Abaxis Piccolo unit shall be capable of analyzing whole blood for BUN, Creatinine, Albumin, Total Protein, Direct Bilirubin, Total Bilirubin, Glucose, Cholesterol, Calcium, ALP, ALT, GGT, AST, and Amylase. The unit shall be capable of performing the above tests in fifteen (15) minutes or less and shall require a minimum sample size of not greater than 150 microliters. The unit shall be a portable, tabletop analyzer appropriate for shipboard use. The unit shall use reagents with a shelf life of not less than twelve (12) months. The reagents shall be totally self-contained precluding the need for external mixing. The unit shall be capable of operating from a source voltage of 115 +/- 10% VAC, 60 +/- Hz and battery power. The unit shall include a printer. The shall comply with all applicable federal laws, including Food and Drug Administration (FDA) regulations for marketing in USA.
