original synopsis of this requirement published on July 2, 1996. This
modification changes the procurement from one intending a sole source
procurement to full and open competition. The National Institute of
Standards and Technology (NIST) intends to buy one each diode-pumped
solid state laser system for three-dimensional holographic storage and
optical information processing. The system shall fulfill the following
technical requirements: 1. single longitudinal mode (frequency) for
large coherence length to allow high contrast interference fringes. The
laser shall operate at single frequency with a line width of less than
(2MHz and a coherence length )150 meters to meet NIST's experimental
goals; 2. single transverse TEM00 mode for sharp beam focusing and
uniform beam profile. NIST requires a ring resonator to eliminate
spatial hole-burning that causes multi-mode or multi-transition laser
operation; 3. 200 mW of continuous wave ouput; 4. wavelenth of 532 nm;
5. power stability and optical noise which shall not exceed 0.25% rms
with a bandwidth of 10 Hz to 10 MHZ; 6. No mode hopping--experiments
involve exposures longer than several minutes. The laser shall have an
active feedback loop that automatically controls an intra cavity
tuning element to insure tracking of the fudamental laser mode; 7.
Laser shall be vertically polarized with a polarization ratio of )
100:1; 8. laser produce full output power within one minute of turn-on
from a cold start; 9. Size less than 5 x 4 x 18 inches, including
power supply; 10. no cooling or fan operation, not even in the power
supply, during recording--the laser can continuously operate without a
fan longer than 10 hr. on an optical table; 11. Short term noise (
0.25% rms over a bandwidth of 10 Hz to 10 MHz; 12. warm-up time ( five
min.; 13. Full service warranty shall extend 24 mo. or 4,500 hr. of
operation time from date of award, whichever occurs first; 14.
Contractor shall dispatch a field service engineer to inspect the
system within five calendar days after receiving a written service
request. This is a combined synopsis and solicitation for commercial
items prepared in accordance with the format in FAR 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; NIST requests
proposals but shall not issue a written request for proposals. The
solicitation document and incorporated provisions and clauses are those
effective through Federal Acquisition Circular 38. All responsible
business concerns may propose. NIST requires delivery FOB destination
within 60 calendar days after contract award to: National Institute of
Standards and Technology, Bldg 225, Room A63, Gaithersburg, MD
20899-0001. The following Federal Acquisition Regulation (FAR)
provisions, clauses, and addenda apply: 52.212-1, Instructions to
Offerors--Commercial; 52.212-2, Evaluation-Commercial Items. NIST
includes these specific evaluation criteria in paragraph (a) of that
provision: A. Past performance--NIST shall evaluate performance on at
least three past contracts for the same or similar items accomplished
within the past two years. For this purpose, the offeror shall submit
the names and telephone numbers of at least two entities who have
purchased or used their 200mw system for holographic 3-D storage
purposes of more than 500 images for at least two years without
problems. B. Technical Excellence--NIST shall evaluate submitted
product literature setting forth the technical features of the laser
system that clearly demonstrate that the offered laser system meets
NIST's minumum requirements as above specified. Technical and past
performance, when combined, are significantly more important than
price. Offerors shall submit a completed copy of the provision at
52.212-3, Offeror Representations and Certifications--Commercial Items,
with their proposal. The following additional clauses also apply:
