Smith, Contracting Officer This is a combined synopsis/solicitation
for commercial items prepared in accordance with theformat in FAR
Subpart 12.6, as supplemented with additional information included in
this notice.This announcement constitutes the only solicitation;
quotations are being requested and a writtensolicitation will not be
issued. The solicitation is issued as a Request for Quote
numberN00164-96-Q-0407. The solicitation document and incorporated
provisions and clauses arethose in effect through Federal Acquisition
Circular #90-37 and Defense Acquisition Circular#91-10. This item shall
be delivered within 30 days after effective date of award. Delivery
shallbe FOB destination to the Naval Surface Warfare Center Crane, IN,
with final inspection andacceptance at destination. The associated
Standard Industrial Classification (SIC) code is 3825.The quantity is
2 (two) each of an Air Circuit Breaker Calibrating Device, SPD
Technologiesmodel 610801T1, brand name or equal with the following
salient characteristics: The device shallbe used on-board Trident
submarines for the calibration and testing of the over
currentdevice-static (ODS) installed in the SPD Technologies model
ACB-2002HRC (3 pole, 500 vac,60 Hz) air circuit breaker with a sensor
rating of 2000 A. The device shall have a required powerrating of 120V,
60 Hz, 5 A. The device shall include necessary cables that shall supply
allnecessary connections between the device and the ODS that is to be
tested. The device shallinclude conversion charts to convert the ODS
identification plate primary current data tomultiples of coil rating
for the ODS dial settings. The device shall include an operators
manual.The device shall test the ODS in a manner which duplicates the
definition of the pick-up and timedelays as per MIL-C-17587. The device
shall, as a minimum, have the capability to perform thefollowing
pick-up tests: Long Time Delay, Short Time Delay and Instantaneous
Pick-Up. Thedevice shall be capable of performing Time Band Tests. As
a minimum, the device shall includean ''On/Off'' switch, a method to
provide stable DC voltage for the millivolt signal circuit, theability
to set millivolt fault level, selectors for the following: signal,
polarity, input-output andfunction, a fault lrance of +/- up to ten per
unit of coil rating. The provision--Commercial Items applies to this
