766-7596. The Ohio National Guard, requires Subsistence (Food) for Army
and Air National Guard units located throughout the state. This
represents approximately 15,000 individuals. A two step bidding process
will be used to effect the contract/s which will be let on a regional
basis (four regions) to the contractor/s with the lowest evaluated,
delivered, per meal price based on the governments ``World Wide Menu''
and associated recipes. A strong partnering relationship between the
Ohio National Guard and the successful contractor/s is anticipated.
Potential suppliers are to base their proposals for providing
subsistence items as described below, to locations throughout the state
of Ohio during Unit Training Assemblies (UTA's) and Annual Training
periods, dates and time to be determined. The period to be covered will
be January 1, 1997 through September 30, 1997 with consideration by the
Government to exercise option years beyond the first year. First
consideration will be given to suppliers who quote on all items listed
as requested even if it requires picking up items not normally carried
in stock. If savings can accrue to the government by considering
alternative packaging eg. dried vs frozen, bulk vs individual servings,
fresh vs frozen, pounds vs units, paste base vs, powder base, etc., the
proposal should reflect the potential savings as a separate alternative
proposal. The vendor will be expected to support their per meal prices
with detailed prices of each recipe item for the ordered meal
including applicable discounts and quantity breaks. Other factors to be
evaluated will be; ability to provide all requirements including
produce, dry goods, dairy products, bakery items, condiments and ice in
the same delivery. eg. ``ONE STOP SHOPPING''. Incentives offered the
government to offset premium prices paid by the government when forced
to purchase locally through unavailability of product from the
supplier, and availability of suppliers representative (point of
contact) will also be used as evaluation factors. NOTE: the government
desires one point of contact with appropriate authority to resolve all
potential issues associated with ordering, pricing and delivery issues.
Customer service will be a major factor in considering an acceptable
candidate for award. The range of this procurement is between
$500,000.00 and $1,000,000.00 per year. Proposals will be due on or
about October 15, 1996. Bid issue date will be on or about September
15, 1996. Only written requests for solicitations are acceptable, no
