Contracting Officer The Crane Division, Naval Surface Warfare Center is
soliciting research proposals, using aBroad Agency Announcement (BAA),
in the area of identifying a transportable system capable ofproducing
a commercial product from Explosive D (ammonium picrate). Proposed
researchshould investigate innovative approaches that lead to
revolutionary advances in thestate-of-the-art for systems capable of
converting Explosive D into a commercial product. Thetechnology may
demonstrate an innovative system for removal/conversion of the
Explosive D orbe applied to Explosive D which has been removed using
existing technologies (i.e. CO2 blastout,water washout). The objectives
of this effort will be to identify, develop, design and demonstratethe
technologies, methodologies and processes necessary to permit the
conversion of Explosive Dto a commercial product. The feasibility of
the proposed concepts must be established and readyto transition to a
demonstration/validation pilot plant operation. Products proposed for
thecommercial reuse applications must have need and requirement
verification from a minimum ofone end user and a commitment from the
end user for purchase of the product if it meets the enduser's required
specifications at a reduced price from current market value. The system
developedshall be validated by constructing a prototype production
plant and testing the unit at agovernment facility. Sufficient
explosive shall be converted in order to evaluate the acceptabilityof
the converted product to meet the criteria of the end user. The results
of this effort will be acapability to cost effectively field the most
advanced technology available with very low technicalrisk and to
incrementally upgrade that technology throughout the life of the
system. This isplanned as a 3 phase effort as follows: Phase 1 - The
contractor shall evaluate and demonstratethe chemical conversion of a
100 gram sample of Explosive D to the specific commercial product.The
contractor will then demonstrate conversion of a 10 pound sample; Phase
2 - The contractorshall design, construct and demonstrate a system to
process Explosive D to the specificcommercial product at a rate of 500
pounds per day; Phase 3 - The contractor shall develop auser's manual
for the sated that a minimum of $1M over 3 years will be awarded under
