22310-3398 A -- HIGH TEMPERATURE INCENDIARY (HTI) SMALL SCALE TESTING POC Tanya

Officer, (703) 325-1200. This procurement is to be made in accordance
with DFARS Subpart 235.70, Research and Development Streamlined
Contracting Procedures. Offerors are advised that a conventional
solicitation will NOT be issued but that the solicitation will appear
in a subsequent edition of the Commerce Business Daily (CBD). The
Defense Special Weapons Agency (DSWA) is seeking assistance in an
effort to screen High Temperature Incendiary (HTI) materials, through
small scale tests, for the best lethality performance of equipment or
chem-bio agents; to generate and measure physical and chemical
environments through combustion of HTI materials in scaled chambers;
and to utilize engineering codes to support test planning and data
analyses. To meet this objective, the contractor must perform small
scale test preparation, including developing mechanical designs of the
experimental apparatus; conduct shakedown live fire tests with some
standard HTI materials to assess the response of a facility and its
contents; perform HTI material screening, which involves thermochemical
calculations, preliminary tests to assess effects of thermal and/or
corrosive environments on chemical or biological agents and their
equipment, low pressure HTI burn experiments, and observation of
lethality of equipment/chemical agents/biological agents by HTI
generated thermal and corrosive environments; and develop and execute
a planned test program utilizing the candidate HTI mterials in the
small scale experimental apparatus. The contractor must also utilize
available engineering codes to support test planning and data analysis.
All contractor personnel will require access to a DoD security
clearance of SECRET. Offerors must provide address information to the
contract negotiator in order to be included on the mailing list in case
any supplemental package and/or amendments are issued to the
solicitation which will appear in a subsequesnt edition of the CBD.
