The contract is for the Development and Testing of a New C31G Based Spermicide/Viricide. The determination to use other than full and open competition is in accordance with 41 USC 253(c) (1) as set forth in FAR 6.302-1. Inherent duplication of cost to the government, unacceptable delays in completing the project, and the existence of proprietary data make competition unfeasible for the completion of the current workscope.
