Square East, Philadelphia, Pennsylvania 19107-3390 C -- INDEFINITE DELIVERY CONTRACT FOR HYDROGRAPHIC SURVEYING SERVICES

Philadelphia District, U.S. Army Corps of Engineers intends to award an
Indefinite Delivery Contract for Hydrographic Surveying. The services
shall be performed primarily in support of the civil works and work for
others and other waterway work missions assigned to the District and
shall be primarily but not limited to the boundaries of the District.
The contract will be for one year with an option for an additional
year. The fee for any one delivery order cannot exceed $150,000.00 with
the cumulative amount of all delivery orders not to exceed $400,000.00
in either the base or option years and a cumulative total not to
exceed $500,000.00 for both years. In addition, the total Federal
Information Processing (FIP) work allowed under this entire contract
including both the base and option year shall not exceed $100,000.00.
2. PROJECT INFORMATION: Work will normally be within the civil works
geographic boundaries of the Philadelphia District, including but not
limited to Delaware River and Bay, tributary streams in New Jersey,
Pennsylvania and Delaware, the Chesapeake and Delaware Canal and the
Coastal regions of New Jersey and Delaware. The primary work under this
contract is hydrographic survey work in accordance with Engineer Manual
(EM) 1110-2-1003 dated 28 February 1991. The contractor must provide
information that a safe and suitable vessel meeting U.S. Coast Guard
requirements is available and will be used for operation in the waters
where the surveys are to be performed, and that qualified, experienced
staff are available and will be used for the operation of the vessel as
well as the electronic positioning and depth finding equipment.
Selected contractor must have the ability to furnish and use
state-of-the-art electronic data collection equipment including
position determination by DGPS and ability to post process
field-collected data in digital format. The selected contractor shall
have experience in multibeam surveying. Other related and general
survey work will be part of this contract. 3. SELECTION CRITERIA:
Significant evaluation criteria in relative descending order of
importance are: (1) Specialized experience (minimum of three years) in
hydrographic surveying of navigable channels; (2) General exercise in
other survey work and in site investigation, sample collection,
testing, analysis and report-type work of a hydrographic nature; (3)
Professional qualifications of the available staff necessary for
performance of the services (have either a current land surveyor's
license or professional engineer's license or an American Congress on
Surveying and Mapping (ACSM) certification as an ``Inshore Certified
Hydrographic Surveyor''; (4) Capacity of the firm to accomplish
multiple delivery orders within time and cost limitations; (5) Past
performance on relevant Department of Defense contracts will be a
factor, however, lack of such performance will not necessarily preclude
a firm from consideration; (6) Location of the firm in the general
geographic area of the district and knowledge of the locality of the
project will be a secondary selection criteria element provided a
sufficient number of qualified firms respond to this announcement; (7)
extent of participation of SB, SDB, historically black colleges and
universities, and minority institutions in the proposed contract team,
measured as a percentage of the estimated effort. 4. SUBMISSION
REQUIREMENTS: As a part of this submittal, it is required that all
responding firms clearly present billing amounts for all Corps of
Engineers work as well as all other Department of Defense work for the
12 months preceding this announcement. As a requirement for
negotiations, the selected contractor will submit for government
approval a quality control plan which will be enforced through the life
of the contract. The District reserves the right to terminate
negotiations in which the contractor's response to request for
proposals or information has not been provided in accordance with the
established schedules. Interested firms having the capabilities to
perform the work must submit one copy of the SF 254 and SF 255 for the
prime firm and SF 254 for each consultant, to the above address not
later than the close of business on the 30th day after the date of this
announcement. If the 30th day is a Saturday, Sunday or Federal holiday,
the deadline is the close of business of the next business day. Include
ACASS number in Block 3b. of the SF 255. Call the Acass Center at
