combined synopsis/request for quotation for a commercial item prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only request for quotation; proposals are being
requested and a written request for quotation will not be issued. In
accordance with FAR 6.302-1, Only one responsible source, Corpus
Christi Army Depot intends to negotiate solely with HK Systems, Inc.,
manufacture and developer of the system and that only their technicians
possess the knowledge to implement the required changes. 10 U.S.C.
2304(c)(1) is applicable. Nonpersonal services and material to provide
programming support for the requirement specified. These requirements
are based on needs pertinent to the effective utilization of the
Automated Guided Vehicles (AGV) and the stackers. Required to establish
a historical file for data extraction is required. Other requirements:
Software modifications to the manager computer will be required as
follows: Item 1 - open and close shop floor stand on the manager
computer. Item 2 - modify pallet release conversation to auto direct
pallets released to closed shop floor stands to the MRA stand. Item 3
- spool empty pallet requests if the shop floor stand is closed. Item
4 - manually redirect a pallet destined for a shop floor stand to the
MRA. The pallet must have been released for an AGV move out to a shop
floor stand. The conversation will redirect pallets either before the
AGV has picked the pallet up or while the pallet is on board an AGV.
Item 5 - control pak area on an load/unload stand level instead of a
station level as the manager computer presently controls. Item 6 -
establish work history system. Item 7 - add two new types of pallets to
the system. The pallet types will be type E and type F. The language
data base for this requirement will be from INFORMIX. This modification
is to be conducted on-site at the Corpus Christi Army Depot, Corpus
Christi, Texas during non-production hours or at night. The work will
not be conducted during the weekends if it will increase the offered
price. Upon contract award, the software configuration will commence at
a mutually agreed upon date and time by the government and the
contractor. As each segment is completed, invoice shall be submitted.
Upon completion and testing of the software modifications, final
invoicing will be initiated for the final segment of the software
configuration package. Coordination of the programming effort shall be
maintained with the government point of contact to avoid any delays.
All work is to be completed within 16 weeks after start date. Request
for Quote Number is DAAC83-96-T-2000. Request for Quote document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-37. Set-Asides are not applicable for this
proposed acquisition. Technical capability and price will be the
determining factors for award. A completed copy of FAR Provision
52.212-3,Offeror Representations and Certifications, Commercial Items
is required to be submitted with offer. FAR Clause 52.212-4, Contract
Terms and Conditions, Commercial Items, applies to this acquisition.
FAR Clause 52.212-5, Contract Terms and Conditions Required to
Implement Statutes Or Executive Orders, Commercial Items applies to
this acquisition with the following paragraphs of this clause being
applicable (6), (7), (8), (9), (10). CBD Numbered Note 22 is
applicable. All responsible sources may submit an offer which will be
