notice of intent to procure, on a sole source basis, services required
by Pacific Marine Environmental Laboratory(PMEL) for software
development for 1)Data Rescue/EPIC Data Sets focusing on Arctic and
Fisheries Oceanography, 2)NOAA West Campus Network focusing on in-situ
data, and 3)EPIC and TAO projects, Web Utilities and EPIC VMS Support
focusing on maintenance and upgrading of existing utilities (AnyURL
and cover), porting EPIC software from VAX/VMS to DEC ALPHA/Open VMS,
and consulting and user support for EPIC utilities and software on the
Web and on the DEC ALPHA. The Government intends to negotiate with
MACROSTAFF as we believe this is the only company who has the unique
and exceptional specialized expertise to produce these state-of-the-art
software programs. Also, MACROSTAFF was instrumental in working on the
original development of these software systems and have the in-house
unique set of experience and abilities required for continuation of
these projects in an expeditious and timely manner. All interested
concerns who believe they can competitively and effectively provide
these services must demonstrate experience in developing customized
state-of-the art software to the special needs of projects and various
data types. Specifically, 1) in-depth knowledge of the nature of
Arctic and fisheries oceanography data sets, and experience in working
with these data sets, as the data is located, collacted, collected and
quality controlled, and expertise in development of theme pages and
development of software for dynamically generated data plots and
listing on the World Wide Web, 2) in-depth knowledge of PMEL's
specialized software and databases for formatting, managing, analyzing
and displaying oceanographic time series, data, including database
access, input/output libraries, and routines for presentation of the
data using PMEL's EPIC software, 3) in-depth knowledge of PMEL's
specialized software utilities AnyURL and cover, and VMS software at a
system level, along with familiarity of PMEL's EPIC software.
Responses must be sent to the above address not later than 30 days
after publication of this notice. The period of performance is
anticipated to be one year, starting approximately October 1, 1996.
This notice may represent the only official notice of such
