H -- TECHNICAL FOREIGN LANGUAGE TRANSLATION SERVICES IN ARABIC, ENGLISH, FRENCH, GERMAN, AND SPANISH POC LaVonne Walker (202) 512-5102 The U.S. General Accounting Office (GAO) intends to conduct negotiations with ''Buro Tazir'' for multilingual translation services in support of GAO's roleas Chair of the Accounting Standards Committee for the International Organization of Supreme Audit Institutions (INTOSAI). These services will be required for a period of at least five (5) years commencing with the date of theaward and include translation, review, and word processing. Items requiring translation will include accounting, auditing, and internal control standards and guidelines, models and illustrative examples, speeches, correspondence, technical meeting summaries, and other documents needed for presentation at INTOSAI's triennial congresses in 1998 and 2001. Documents will be translated from Arabic, English, French, German, and Spanish into each of the other four languages (i.e., Arabic into English, French, German, and Spanish, etc.). Documents to be translated for the 1998 congress will include four (4) illustrative models of government financial reports based on the INTOSAI accounting standards (each approximately 50 pages) and the drafts, correspondence, and revisions to support their development. There will be requirements for rapid turnaround (24-36 hours) during the period immediately before, during, and after the 1997 Governing Board meeting and the 1998 congress. All translated products must be provided in hard copy and on a magnetic storage medium compatible with systems at GAO and the hosts for the triennial meetings, and providers must have the capacity to transmit data electronically. Some documents may also require special text coding and output in specific formats in preparation for printing/publication by the congress host(in 1998 this will be the national audit office in Uruguay; in 2001 it will be the national audit office in Korea). Providers must demonstrate: experience and expertise in preparing documents dealing with international technical audit,accounting, electronic data processing, and interal control concepts, examples and standards; knowledge of the major systems of auditing represented by INTOSAI member countries; expertise in preparing final products using the highest international standards in five INTOSAI languages (Arabic, English, French, German, and Spanish); the capability to complete a single review of individual documents across all five languages to ensure that the translated versions are identical in tone and syntax as well as in content; access to systems which track products from the time they are received in one language through the entire development process (including initial translations, revisions, and final product preparation); and experience in revising products being finalized within the three-day parameters imposed by an international technical conference (which means availability to provide services 24 hours a day, each day of the week, if necessary). Firms which believe they can provide these services must give written nofification, including telephone, fax and e-mail numbers and point of contact. These firms must provide a detailed written description of previous experiences with similar international conferences and standard setting bodies which includes: references; samples in all five languages (Arabic, English, French, German, and Spanish) demonstrating mastery of technical audit, accounting, EDP, and internal control subject matter; resumes detailing the experience, education, certification, and subject matter expertise, of all translators and reviewers; details regarding the capacity for word processing and electronic transmission; and a description of the process used to ensure quality and consistency across all five languages andto track documents through the production process (from submission of initial draft document through presentation of a final product in all five languages).
