H -- MEASUREMENT OF FRICTION AND ADHESION PROPERTIES OF VARIOUS COMMERCIAL COATINGS SOL N6153396Q1109 DUE 082196 POC Contract Specialist: FRAN COOLEY, 301-227-5669 Contracting Officer: JOYCE BELL, 301-227-1113. The Carderock Division Naval Surface Warfare Center intends to negotiate a sole source procurement with Lehigh University for the measurement of various friction and adhesion properties required to support the properties. These properties can then be related to bulk properties of easy release coating formulations. A series of silicone-based easy release coating formulations will be characterized using the fracture mechanics approach to correlate performance with formulation changes. These easy release coatings are used for fouling control on ship underwater hulls and current methods for measuring release and adhesion do not relate to a measurable coating prperty. The ability to relate these critical coating characteristics to a bulk property of the coating will allow the development of generic performance characteristics. Lehigh University is the only entity with the unique methodology needed for this work. No other company or research facility has provided test methodologies capable of relating release and adhesion characxteristics to bulk properties of the coating. Anticipated award is 21 August 1996.
