S -- COMMUNICATION SERVICE AUTHORIZATIONS FOR TELEPHONE SERVICES SOL N00604-96-Q-A054 DUE 091996 POC Contact Point: Ms. Paula Fukuda, 808/474-2397, ext. 209, Contract Specialist, Mr. Robert S.Kay, Contracting Officer The Government intends to place a Communication Service Authorization (CSA) against the Basic Ordering Agreement DCA200-92- H-0102 with GTE Hawaiian Telephone Company, Inc. for communications facilities and services (OTS phone maintenance, circuits, commercial phone tolls, commercial phones, special billed accounts, operator assisted tolls, directory assistance (1-411), telecommunication relay service, interstate line charges and commercial access trunk). The period of performance is 01 Oct 96 through 30 Sep 97 and geographic coverage is for all Department of Defense Activities in Hawaii. An award will be made based on written quotations. The anticipated award date is 30 Sep 96. Negotiations are intended with GTE Hawaiian Telephone Company, Inc. Justification for other than full and open competition is that the basic ordering agreement does not allow collocation of contractors in spaces requiring service, replacement equipment must be compatible with existing equipment and downtime of equipment is not an acceptable option. Any information received as a result of this announcement will not be provided to other contractors and will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The final determination by the Government not to open this requirement to competition, based on any information provided, is solely within the discretion of the Government.
