Medicine (NLM) intends to negotiate on a sole-source basis with the
Montgomery County (Maryland) Department of Public Libraries (MCDPL) for
an additional 12 months from January 1, 1997 to December 31, 1997 for
AIDS/Toxicology Information: A Collaborative Project, Contract No.
N01-LM-5-3510. This extension will provide for the continuation of the
following services: 1) providing the public with free access to NLM's
AIDS and Toxicology databases and Internet resources, 2) training
library staff and the general public, 3) outreach to the general public
and specific targeted community groups, 4) enhancing the Health
Information Center's collection in these two subject areas, 5) local
community liaison for NLM's outreach initiatives in AIDS and
Toxicology, 6) evaluation projects in assessing impact of various
outreach methodologies. This contract action is for a continuation of
services for which the MCDPL is uniquely qualified. The MCDPL has
developed an award-winning Health Information Center within the public
library setting. The Health Information Center is a consumer health
library which has been in existence for a number of years and is
well-versed in providing complex health information to the general
public. This Health Information Center is located in a diverse
community with a significant minority population and strong community
and government support. The environment is such that it provides an
essential test-bed for NLM's research and evaluation in outreach
programs for the community and the consumer. This notice of intent is
not a Request for Proposals (RFP), nor is an RFP available. Substantial
duplication of costs and unacceptable delays in completing this project
make competition for this extension unfeasible. Based on authority
cited in 41 U.S.C. 253(c) 1 (FAR 6.302-1), award to MCDPL for this
contract modification without full and open competition is planned. .
