is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6 of the Federal Acquisition
Regulation (FAR), as supplemented with additional information included
in this notice. This announcement and only this announcement
constitutes the solicitation for the required items. Proposals are
hereby requested under Request for Proposals (RFP) N00140-96-R-2567, a
subsequent solicitation document will not be issued. Fleet and
Industrial Supply Center Norfolk, Detachment Philadelphia intends to
lease, on a full and open competitive basis, 1,175 digital numeric
pagers, including airtime and maintenance, with the following minimum
salient characteristics: operation with 1 AA battery, 16 message slots,
backlit display, message timestamping, audible tone and silent
vibration features, time of day display, message lock, memory retention
(When the pager is turned-off, all messages and the time of day remain
in memory.), memory full display (When 16 messages or 160 characters
are stored in memory, a memory full notice is displayed. A new message
causes the oldest (first) read message to be overwritten. When read
messages are erased, the display returns to the standby screen),
duplicate message display, tone only display (When a message is read
that does not contain numeric data, a display appears acknowledging
such), and low battery alert (audible and displayed). A minimum of 25
spare digital numeric pagers, 25 replacement belt clips, and 25
replacement battery covers shall be provided by the contractor at no
additional cost to the Government and replenished on a weekly basis, if
necessary, at no additional cost to the Government. All pagers provided
shall be new or in as-new operating condition, meeting or exceeding the
minimum salient characteristics specified above. The contract coverage
area of the required paging services will include the
Norfolk/Peninsula and Richmond areas of Virginia. The award of a firm
fixed price-type contract is contemplated with a base period of
performance of 1 October 1996 through 30 September 1997 and four 1-year
options. Under the resultant contract, the contractor shall allow an
unlimited number of pager tradeouts at no additional cost to the
Government. To accomplish tradeouts, the contractor shall provide the
following at no additional cost to the Government: (1) Access 24 hours
a day, 7 days a week, to a local or toll free telephone number for
contractor generated tradeouts and service calls (contractor generated
tradeouts shall be accomplished in no more than 30 minutes from the
receipt of a tradeout request by the Government). (2) Access 24 hours
a day, 7 days a week to the contractor's computer via a local or toll
free telephone number for Government generated tradeouts (pager
tradeouts may be done by either the Government or the contractor at the
Government's discretion). The contractor shall notify the Government at
least 5 business days in advance of any scheduled system downtime. The
contractor shall notify the Government no later than 2 hours after the
onset of unscheduled downtime or outages. The contractor shall submit
a monthly pager usage report no later than the tenth calendar day of
the following month. The report shall list, in numerical order, all
pagers in use under the contract and provide the number of calls made
to each individual pager for that month. Item number 0001 is for the
Base Period of Performance of 12 months of the above described leasing
of 1,175 digital numeric pagers, including airtime and maintenance,
commencing 1 October 1996 or date of award, whichever is later. Item
number 0002, Option I, is for 12 additional months of the above paging
services, commencing on the date following the expiration date of the
Base Period of Performance. Item number 0003, Option II, is for 12
additional months of the above paging services, commencing on the date
following the expiration date of Option I. Item number 0004, Option
III, is for 12 additional months of the above paging services,
commencing on the date following the expiration date of Option II. Item
number 0005, Option IV, is for 12 additional months of the above paging
services, commencing on the date following the expiration date of
Option III. Delivery of the required 1,175 digital numeric pagers with
a minimum of 25 spare digital numeric pagers, 25 replacement belt
clips, and 25 replacement battery covers shall be made no later than 15
calendar days after contract award to Naval Medical Center, Portsmouth,
620 John Paul Jones Circle, Building 215, Room 1-258, Attn:
Telecommunications Manager, Portsmouth, VA 23708-2197. All proposals
received shall specify FOB Destination, offers other than FOB
Destination shall be ineligible for award. The following FAR provisions
and clauses apply to this solicitation and are incorporated by
reference: FAR 52.212-1 Instructions to Offerors-Commercial Items,
52.212-2 Evaluation-Commercial Items: The Government intends to make an
award to the eligible, responsible offeror whose total offer on all
items is the lowest priced and conforms to the solicitation, FAR
52.212-3 Offeror Representations and Certifications-Commercial Items,
FAR 52.212-4 Contract Terms and Conditions-Commercial Items, and FAR
52.212-5 Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items: The following numbered
subparagraphs under paragraph (b) of this clause apply: (1), (2), (3),
(6), (7), (8), (9), (16), and (17) ''regulatory.'' The solicitation
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular (FAC) 90-37. The following Defense FAR
Supplement (DFAR) provisions and clauses apply to this solicitation and
are incorporated by reference: DFAR 252.212-7000 Offeror
Representations and Certifications-Commercial Items, and DFAR
252.212-7001 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items: The following clauses referenced under paragraph (b)
of this clause apply: 252.219-7006, 252.225-7001, and 252.233-7000.
Vendors wishing to respond to this solicitation should provide this
office with the following as a minimum: a price proposal on company
letterhead or a Standard Form (SF) 1449 for the requested items showing
unit price, extended price, past performance information, prompt
payment terms, remittance address, and copies of FAR 52.212-3 and DFAR
252.212-7000, to be provided to an offeror upon request. For purposes
of this solicitation, the unit price for each item number will
represent the total price to lease 1 digital numeric pager, including
airtime and maintenance, for 1 month, the offered pricing will then be
extended to represent the lease of 1,175 pagers for 1 month and
finally the lease of 1,175 pagers for 12 months. Responses to this
solicitation are due by close of business (COB), 23 August 1996. All
