Officer, 201-724-5522. The US Army ARDEC is conducting a market survey
to determine sources capable of disposal of Liquid Propellant (LP)
XM46 (approximately 40,000 kg). LP XM46 is a Class 1.3L high explosive.
Its components are an oxidizer (hydroxylamine nitrate (HAN),60 wt%),
fuel (triethanolamine nitrate (TEAN),20 wt%), and Water, 20 wt%. LP
XM46 is a propellant which was previously under development for use as
the propulsion system for the Crusader Field Artillery System. The US
Army ARDEC is seeking parties that now possess available technology
and required environmental permits or those parties who will be
permitted within the next six (6) months for disposal of LP XM46. The
disposal must take place in a facility with a RCRA Part B permit which
allows for the disposal of LP XM46. Interested parties must provide a
copy of the pertinent sections of the permit/application with their
response. Experience must be demonstrated in the handling, storage, and
disposal of LP XM46 or other nitrate based category 1.3L liquid
propellants. The disposal facility must be capable of storing 1.3L high
explosive. The method of disposal must be defined in the response.
Minimum disposal capacities for the facility should be in the range of
5,000 kg per year. Firms with experience in the areas cited above
should provide a summary of their firm's capabilities within 15 days of
this publication. Respondents to this notice will not be notified
either of receipt or the assessment of the information submitted. This
market survey is for information planning purposes only, does not
