This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number is 1422-N670-B96-0063 and is being issued as an invitation for bids. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-39. This is a 100% set aside for small business, SIC code is 3299 and size standard is 500 employees. This requirement is for a firm fixed price contract for: Line Item 1, Fiberglass Water Storage Tank 12,000 gallon minimum, 6 each, Line Item 2, Fiberglass Water Storage Tank 18,000 gallon minimum, 5 each. Description. Minimum capacities are specified. Higher capacities will be accepted provided that the tanks are no higher than 14 feet in height and no more than 25 feet in diameter. The tanks may be constructed in sections or be in 1 piece, the sides and bottom sections of the tank shall have a minimum thickness of 3/16'' for the bottom with the base of the wall having a minimum of 1/4'' wall thickness. Tapering to a minimum wall thickness of 3/16'' at the top. If delivered in sections the tank shall be assembled at the delivery site by the factory or their representative. After all sections are bolted together, all seams, with the exception of the top cover, shall be fiberglassed on the inside of the completed tank to insure a watertight seal. The protective cover may be constructed in sections and shall be a minimum of 1/4'' thick fiberglass and extend out to the outside of the tank top lip. Cover shall be constructed to withstand 40# per/ft snow load with at least 6 radial ribs per completed top. Each tank shall include the following installed at the factory or as directed on site after delivery: Four (4) 1 1/4'' double threaded fittings, a Ladder, and a 24'' minimum diameter man way. Fiberglass tanks used for potable water shall be constructed of isothalic or ortho resin, continuous roving fiberglass, with an approved catalyst. Other materials used are: Colored pigment mixed with resin to act as an ultra violet inhibitor, vegetable oil is used for mold release. All of these materials have been approved by the FDA. Delivery required within 75 calendar days after notice of award is received. The tanks shall be delivered F.O.B. Destination and Contractor shall be responsible for unloading at destinations. Delivery shall be made between the hours of 8:30 a.m. and 3:30 p.m., Monday through Friday, holidays excluded. The Contractor shall notify the COR or PI at least 3 working days prior to delivery, to arrange for inspection and acceptance at destinations. Road Conditions vary at each site, from paved roads to improved dirt roads, to two track unmaintained ranch roads and short distances cross country. Access to some storage tank sites may be limited to four-wheel drive pick- ups with up to 20 foot trailers. Delivery shall be made to the following locations: a. Dean Storage Tank Sites - one (1) 12,000 gallon storage tank, and one (1) 18,000 gallon storage tank are located approximately 14 miles East of Columbus, NM, b. Klondike Storage Tank Site - one (1) 12,000 gallon storage tank is located approximately 16 miles South of Gage Exit off of I- 10, c. Hoppy Storage Tank Site - one (1) 12,000 gallon storage tank is located approximately 12 miles West of Columbus, NM, d. Doyle Storage Tank Sites - three (3) 12,000 gallon storage tanks are located approximately 11 miles South of Hatchita, NM then 8 miles East, e. Vista Storage Tank Site - one (1) 18,000 gallon storage tank is approximately 14 miles West of Hatchita, NM, Socorro Storage Tank Sites - three (3) 18,000 gallon storage tanks are located approximately 16 miles East of Bingham, NM. FAR provision 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition, with the following addenda: Per FAR 12.603(b) the SF 1449 is not used. Paragraph (h), Multiple award - Delete entire paragraph and substitute: Award. Offers will be received on an all or none basis. Award will be made to the lowest responsive and responsible offeror based upon the unit price quoted. Offerors shall include a completed copy of the FAR provision at 52.212-3, Offeror Representations and Certifications-- Commercial Items, with their offer.
