combined Synopsis/RFO for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. All responsible sources may submit a
proposal which shall be considered by NASA. The Government requests an
offer from Inframetries. Since Inframetries utilizes proprietary
technology in design of its ThermaCAM PM250 FPA Imaging Radiometer,
this proposed action for this product is one in which the NASA JSC
White Sands Test Facility intends to solicit only one source under the
authority of 10 USC 2304 (c) (1). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 90-36. This RFO is for a ThermaCAM PM 250
FPA Imaging Radiometer comprising a 12 bit digital image storage, color
viewfinder and calibrated output, a 32 degrees FOV lens, internal
PCMCIA card reader, Sony battery, and a Thermonitor 95 lite. This unit
is needed by the NASA Engineering office to provide infrared scanning
of energized devices. Items are to be delivered within 45 days after
contract award. Delivery will be made FOB Destination to NASA JSC White
Sands Test Facility, Attn.: Transportation Officer, Route 70, Bldg.
120, Las Cruces, New Mexico 88012. Reissue to Mike Kirsch Bldg. 100
ext. 5151. This solicitation is rated DO-A& under DPAS. This
procurement is being conducted under the NASA Midrange Pilot Test
Program approved by the Office of Federal Procurement Policy. This
procurement is a total small business set-aside -OR- The provision at
52.212-1, Instructions to Offerors - Commercial, applies to this
acquisition. The offeror shall complete FAR 52.212-3, Offerors
Representations and Certifications - Commercial Items, and submit it as
part of their offer. FAR 52.212-4, Contract Terms and Conditions -
Commercial Items, applies to this solicitation. FAR 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders - Commercial Items, is applicable. The following additional FAR

procurement are 3825 and 500 employees respectively. Selection and
award will be made (on an aggregate basis) to the lowest
priced,technically acceptable offeror in accordance with NFS
1871.401-3(b). Technical acceptability will be determined by
information submitted by the offeror providing a description in
sufficient detail to show that the product offered meets the
Government's requirement Offers (including FAR 52.212-3, Offerors
Representations and Certifications - Commercial Items) are due 15 days
after the date this notice is published . Offers shall be submitted to
the contract specialist at the address specified above, or offers may
be faxed to the contract specialist at 505-524-5130, followed up with
the original by mail. Questions regarding this acquisition must be
submitted to the contract specialist. An ombudsman has been appointed
to hear concerns from quoters, potential quoters, and contractors
during the preaward and postaward phases of this acquisition. The
purpose of the ombudsman is not to diminish the authority of the
contracting officer or the selection official, but to communicate
concerns, issues, disagreements, and recommendations of interested
parties to the appropriate Government personnel and to work to resolve
them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of quotes, the source selection process,
or the adjudication of formal contract disputes. Interested parties
are invited to call the installation ombudsman, Susan H. Garman at
713-483-0490. Concerns, issues, disagreements, and recommendations
which cannot be resolved at the installation may be referred to the
NASA ombudsman, Thomas S. Luedtke at 202-358-2090. Before consulting
with any ombudsman, interested parties must try to resolve their
concerns with the contract specialist or the contracting officer. DO
