commercial items prepared in accordance with the format in Subpart 12.6
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotations are
being requested and a written solicitation will not be issued. The
solicitation number is 53SBNB6C9267 and the solicitation is issued as
a request for quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-39. The standard industrial classification
(SIC) code is 3826. The contract line item numbers (CLINs) and items,
quantities and units of measure are: CLIN 0001 Elemental Analyzer
System for automated and simultaneous determination of carbon, nitrogen
and hydrogen abundances, 1 each; CLIN 0002 PC boards, cables and
PC-Windows software for instrument operation and control, 1 lot; CLIN
0003 Microbalance (with 1 microgram readability), 1 lot; CLIN 0004
Autosampler for solids (0.1 mg to 500 mg) with capacity for at least 25
samples, 1 lot; and CLIN 0005 Installation, training, and 12 month
parts/labor warranty, 1 lot. Please submit your price in accordance
with the CLIN structure identified in the previous sentence. The
National Institute of Standards and Technology (NIST) intends to
acquire the Elemental Analyzer System with the following technical
specifications - Components: 1) The system shall be controlled through
PC-Windows software,and include all necessary peripheral computer
boards and cables; 2) The system shall include a microbalance with
readability of at least one microgram; 3) The system shall include an
autosampler for solids capable of handling at least 25 samples (0.1 mg
to 500 mg) unattended, with volume capacity for each sample of at
least 0.9 cubic centimeters and 4) Installation, training and a 12
month parts and labor warranty shall be included. The following are the
technical specifications - Performance: 1) The system shall perform a
complete and simultaneous gas chromatographic separation of carbon
dioxide, nitrogen, and water vapor, and detect these analytes
non-destructively; 2) The system shall analyze the entire gas sample
resulting from combustion. Splitting or dilution of the combustion
gases is not acceptable; 3) The system shall be interfacable to a
variety of detectors and gas handling systems: mass spectrometers for
measurement of isotopic compositions, and trapping systems for complete
collection of gas chromatographic outputs. and 4) The intrinsic carbon
blank from sample combustion to detection shall be one microgram or
less. NIST requires delivery of the system within 60 calendar days
after receipt of the contract, FOB Destination, Gaithersburg, MD. The
provision at 52.212-1, Instructions to Offerors-Commercial, applies to
this acquisition. The provision at 52.212-2, Evaluation-Commercial
Items applies to this acquisition with the following specific
evaluation criteria to be included in paragraph (a): (i) technical
capability of the items offered to meet the Government requirement;
(ii) past performance/experience and (iii) price. Technical and past
performance, when combined, are significantly more important than
price. Evaluation of the specific evaluation criteria will be based on
information submitted in response to this RFQ. It is recommended that
information be included which demonstrates that the items offered meet
all the requirements identified in this combined synopsis/solicitation.
Information which merely offers to furnish the items in accordance with
the requirements of the Government or does not address a requirement
contained herein will be evaluated based on this information or lack of
information. Offerors are cautioned to submit proposals on the most
favorable basis, since the Government may elect to make an award
without further discussions or negotiations. Proposals submitted in
response to this combined synopsis/solicitation shall be in an original
and two copies. Offerors shall include a completed copy of the
provision at 52.212-3, Offeror Representations and
Certifications--Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions--Commercial Items, applies to
this acquisition. The clause 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders--Commercial Items,
applies to this acquisition and includes the following FAR clauses:
